Our client, an established multidisciplinary consulting firm, is seeking an experienced Project Manager to join its growing land development practice. The position may be based in one of three New Jersey offices, providing flexibility for professionals located in North Jersey, Central Jersey, or along the southern Jersey Shore.
This is an opportunity for an experienced civil engineer who is ready to operate beyond pure design and take responsibility for the complete project lifecycle.
You will lead projects from initial concept and entitlement through design, permitting, bidding, and construction while serving as a primary point of contact for clients, consultants, regulatory agencies, and internal project teams.

The Opportunity
As a Project Manager, you will be responsible for the successful delivery of a diverse portfolio of residential, commercial, industrial, institutional, and mixed-use land development projects throughout New Jersey.
You will work directly with clients and firm leadership while coordinating multidisciplinary project teams and mentoring the next generation of engineers and designers.
This role combines technical expertise, project leadership, client management, and business development.
Responsibilities will include:

Managing land development projects from initial planning and feasibility through design, permitting, construction documentation, and construction support
-
Serving as the primary client contact and maintaining strong, responsive relationships throughout the life of each project
-
Leading and coordinating multidisciplinary teams of engineers, designers, surveyors, planners, landscape architects, environmental professionals, and outside consultants
-
Establishing project scope, schedules, budgets, staffing plans, and deliverables
-
Monitoring project financial performance, including budgets, utilization, schedules, invoicing, and overall profitability

Providing technical direction and oversight for grading, drainage, stormwater management, erosion and sediment control, utilities, roadways, and related site infrastructure

Reviewing engineering plans, calculations, technical reports, specifications, cost estimates, and construction documents
-
Overseeing and guiding the preparation of plans and design documents using Autodesk Civil 3D and AutoCAD

Developing permitting and entitlement strategies for municipal, county, and state approvals
-
Coordinating with planning and zoning boards, municipal engineers, utility authorities, county agencies, NJDEP, and other regulatory entities

Leading project meetings with clients, consultants, attorneys, architects, contractors, and public agencies

Identifying potential design, permitting, scheduling, or budget issues early and developing practical solutions before they become larger problems

Reviewing technical work and maintaining quality-control standards across project teams

Delegating assignments and providing clear direction to Project Engineers, Design Engineers, and CAD professionals

Mentoring junior staff and helping develop their technical, project management, and client-facing skills
-
Supporting workload planning and resource allocation across multiple concurrent projects

Assisting with proposals, scope development, fee estimates, contract negotiations, and project pursuits

Developing and maintaining client relationships that lead to repeat work and new opportunities
-
Supporting the continued growth of the land development practice through networking, business development, and strong project delivery

Managing multiple deadlines and competing priorities without allowing scope, schedule, budget, or quality to disappear into the New Jersey permitting abyss
What We Are Looking For
The ideal candidate will have:
-
A bachelor’s degree in civil engineering or a related engineering discipline from an accredited college or university

Approximately 8 to 20 years of civil engineering experience, with a strong emphasis on land development and site design
-
A Professional Engineer license, preferably in New Jersey, or the ability to obtain New Jersey licensure
-
Demonstrated experience managing land development projects and multidisciplinary project teams
-
Strong technical knowledge of grading, drainage, stormwater management, erosion control, utilities, roadway design, and site infrastructure
-
Strong proficiency and familiarity with Autodesk Civil 3D and AutoCAD
-
A thorough understanding of New Jersey land development, zoning, entitlement, permitting, and regulatory requirements
-
Experience working with municipal planning and zoning boards, reviewing engineers, county agencies, utility authorities, and state regulatory agencies
-
Experience developing project scopes, budgets, schedules, proposals, and fee estimates
-
Strong project financial management skills

The ability to manage and mentor engineers, designers, and technical staff

Strong client management and relationship-building skills

The ability to communicate technical information clearly to clients, agencies, consultants, and internal staff
