Overall Responsibilities

PCG's Human Services practice area is seeking a Housing Navigator to join the Family Services department, which provides housing assistance and supportive services that promote family stability, housing security, and self-sufficiency for CalWORKs participants throughout San Diego County. The Housing Navigator works directly with participants experiencing homelessness or housing instability to identify and overcome housing barriers, secure temporary and permanent housing, and connect families to community resources. The position collaborates closely with case managers, landlords, property managers, housing providers, and community partners to expand housing opportunities and support successful housing outcomes. Responsibilities also include facilitating workshops, providing housing guidance and referrals, and helping participants achieve long-term housing stability and self-sufficiency through a client-centered, Housing First approach

Responsibilities:

  • Partner with individuals and families experiencing homelessness or housing instability to identify housing needs, address barriers, and secure safe, stable housing opportunities.  
  • Assist participants with locating and obtaining temporary, transitional, and permanent housing, including housing searches, rental applications, and landlord communications.
  • Develop strong working relationships with landlords, property managers, housing providers, and community organizations to expand housing opportunities for participants.
  • Collaborate with case managers and other service providers to support participant goals, coordinate services, and promote long-term self-sufficiency.
  • Assess participant barriers to housing and connect individuals to appropriate community resources, supportive services, and financial assistance programs.
  • Educate participants on housing options, tenant responsibilities, housing market conditions, and strategies for maintaining stable housing.
  • Advocate on behalf of participants with landlords, community partners, and service providers to support successful housing outcomes.
  • Facilitate workshops, orientations, and individualized coaching sessions focused on housing stability, tenancy success, and family self-sufficiency.
  • Monitor housing placements and conduct follow-up activities to support housing retention and address emerging challenges.
  • Maintain accurate and timely case documentation, service records, and payment requests in accordance with program requirements and contract guidelines.
  • Stay informed of local housing resources, community services, and affordable housing opportunities to effectively support participant needs.
  • Deliver services using a Housing First, trauma-informed, and client-centered approach that promotes dignity, engagement, and self-sufficiency.

 

Required Skills

  • Ability to build rapport and establish productive relationships with participants, landlords, property managers, and community partners.
  • Strong communication, advocacy, and customer service skills.
  • Ability to assess barriers and guide participants toward successful housing outcomes.
  • Creative problem-solving skills and the ability to identify practical housing solutions in a competitive housing market.
  • Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
  • Attention to detail and ability to accurately maintain case records, documentation, and program compliance requirements.
  • Proficiency with Microsoft Office applications, data entry systems, and web-based databases.

 

Qualifications: 

  • An Associate or higher degree from an accredited U.S. college or university, or a certified foreign studies equivalency; significant related experience may substitute for the educational requirements.
  • Experience in customer service, sales, account management, case management, housing services, social services, or a related field.
  • Knowledge of housing resources, affordable housing programs, landlord engagement strategies, and community-based support services
  • Bilingual Spanish and/or Arabic preferred

Working Conditions

  • Must reside in San Diego County
  • This position requires full-time (Mon-Fri) in-office work, from 8am-5pm.
  • Flexibility to travel to other PCG offices if needed (East, Central and South Region)
  • Regular attendance at meetings, trainings, community events, or stakeholder engagements outside of assigned office locations is required to support program and contract objectives

Compensation:

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience.  As required by applicable law, PCG provides a reasonable range of compensation for this role. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role: $21.50 - $25.50. In addition, PCG provides a range of benefits for this role.
