Description
A noncommissioned administrative staff position that supervises the daily activities of the Police Support Services division of the Police Department and all noncommissioned support services staff including volunteers. Evaluates current practices, procedures and systems. Assists command staff with planning and research, budget preparation, crime analysis, policy, procedure, personnel issues, and accreditation.
Minimum Requirements:
- Plan, assign, schedule, direct, and evaluate the activities and personnel of the police support services unit. Supervise employee performance; train, motivate and evaluate department personnel.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend and implement changes/improvements as needed; make recommendations for cost-savings.
- Administer support services departmental policies and procedures; establish long and short term goals, objectives and priorities for the support services division; work with command staff to develop and manage department wide long range and strategic plans.
- Compile data/information from a variety of sources to prepare summary reports, including state-mandated monthly national crime reporting (National Incident Based Reporting System [NIBRS]), monthly council report and other budget-related reports and analysis required by command staff.
- Serve as ACCESS Terminal Agency Coordinator (TAC) for the police department and maintain ongoing departmental compliance; ensure that all personnel maintain required ACCESS training and certifications as appropriate. In conjunction with City IT staff, provide computer hardware/software support, consultation and maintenance related to the police department network system. Report monthly validations reports to criminal justice resources such as New World, DOL, and WSP as agency TAC.
- Monitor and coordinate the tracking, approval and correct coding of department expenditures.
- Serve as a liaison to the Police Department and other City departments, outside agencies and the public; respond to citizen inquiries, resolve sensitive and controversial issues as needed;
- Perform a variety of complex supervisory and technical tasks related to the supervision, retrieval, retention and destruction of police records, both in hard copy and electronic format, pursuant to state archive schedules. Under general direction of the City’s designated Public Records Official, act as the department’s public records official.
- Prepares and submits regular reports regarding division activities.
- Serves as liaison with Snohomish County agencies (Superior Court, District Court, Prosecuting Attorney, and Sheriff’s Office), and City Prosecutor’s Office as it relates to criminal citations, felony and misdemeanor charges and follow ups.
- Conduct monthly, quarterly and annual evidence audit(s) as required by policy, accreditation standards, and law.
- Responsible for supervising and coordinating the activities of the property and evidence section of the Police Department including the purchase, receipt and storage of supplies, equipment, and property.
- Supervises control of police evidence and associated functions of the Police Services Technician III.
- General municipal operations and structure including personnel supervision practices.
- Principles, practices, procedures and theories related to police records.
- Research methods, project monitoring techniques, report writing, group and meeting facilitation techniques, and the organization and presentation of oral reports. Proper English usage, spelling, grammar and punctuation.
- Federal, state and local laws; policies and regulations pertaining to the department assigned including laws related to the collection, storage, and dissemination of police department and criminal history information; records management, retention, and destruction, and public disclosure laws, Ability to interpret regulations, ordinances, codes and other specifications of a similar complexity.
- Budgeting principles and processes.
- Thorough knowledge of office practices and procedures including operating personal computers and utilizing computer applications and software.
- Maintain regular, predictable and reliable attendance during scheduled hours.
- Maintain a high level of understanding for a variety of computer software applications, criminal justice databases such as ACCESS, WACIC/NCIC, DOL, NICS (National Instant Criminal Background Check System), (Judicial Information System JIS/SCOMIS), and LINX (Law Enforcement Information Exchange).
- Knowledge of Records Management System (RMS), New World Systems Public Safety Software, and Computer Aided Dispatch (CAD).
- Problem-solve and work with little or no supervision; make independent decisions based on city and department policies/procedures and state and federal laws.
- Be discreet and maintain a high degree of confidentially, accountability, responsibility, and accuracy.
- Must be able to perform most work related to positions supervised and have a thorough knowledge of all assignments.
- Ability to work under pressure of deadlines and ability to work effectively on several projects concurrently.
- Provide positive leadership and mentoring, and effectively communicate and motivate staff members.
- Making and implementing sound decisions and exercising judgment in solving complex problems.
- Developing and implementing programs, policies, and/or procedures to achieve specific goals and objectives.

- Physical ability to lift and bend with bulky and heavy items up to approximately twenty pounds; ability to squat, kneel, bend, stoop, reach, and lift.
Minimum Requirements:
- Must be at least 21 years of age
- Criminal record free of any convictions which relate to fitness to perform the job.
- High School Diploma or GED.
- Bachelor’s Degree in Police Science, Law Enforcement, Criminal Justice, Public Administration or a closely related field preferred.
- Three (3) years’ experience supervising at least three (3) or more employees.
- Or any combination of training and experience which provides the required knowledge and abilities.
- Knowledge of WA State Public Disclosure Law
- Valid Washington State driver’s license and a driving record acceptable to the City.
- ACCESS Level II certified or ability to obtain certification within six months of hire.
- Pass Civil Service Examination process.
- Upon an offer of employment, other examinations will include, but are not limited to, a pre-employment interview, psychological examination, polygraph examination, and complete background investigation including criminal history and driving record.
