Full Job Description: Child Nutrition Procurement Coordinator
Salary/Grade: Business Grade 08 | BG-08

Position Summary: The Child Nutrition Procurement Coordinator plans and conducts procurement for the district's Child Nutrition program in compliance with federal, state, and district requirements. The Coordinator develops the Child Nutrition procurement plan, prepares and issues solicitations including requests for proposals, evaluates responses and recommends
award, and administers resulting contracts and vendor relationships. The Coordinator serves as the subject matter expert on federal procurement requirements applicable to child nutrition programs and maintains the documentation required to demonstrate compliance during state and federal reviews. Child Nutrition procurement is conducted within the district's centralized purchasing structure under the authority of the Director of Solicitation Management. Contract execution and Board-level approvals remain with the offices holding that authority.

• Child Nutrition procurement planning and compliance
• Solicitation development and award recommendation
• Contract administration and vendor management
• Federal procurement documentation and recordkeeping
• Procurement support to Child Nutrition Services
Minimum Qualifications:
Education:
• Bachelor's degree in business, supply chain management, accounting, public administration, or a related field, or an equivalent combination of education and progressively responsible related experience totaling four (4) years
Experience:
• Five (5) years of procurement, contracting, or purchasing experience
• Experience developing solicitations and evaluating competitive responses required
• Experience with public sector or federally funded procurement preferred
• Experience with child nutrition or food service procurement preferred
Licenses and Certifications:
• CPPB, CPPO, CPSM, or NIGP-CPP certification preferred
• Valid Driver's License required
Knowledge, Skills, and Abilities:
• Working knowledge of federal procurement requirements under 2 CFR Part 200 as applied to child nutrition programs, including procurement methods, thresholds, and full and open competition
• Working knowledge of the Buy American provision, debarment and suspension screening, and lobbying certification requirements
• Knowledge of USDA Foods entitlement, commodity processing, and distribution
• Knowledge of Oklahoma competitive bidding requirements and district purchasing policy
• Ability to write clear specifications, scopes of work, and solicitation documents
• Ability to evaluate competitive responses objectively and document the basis for award
• Ability to administer contracts, monitor vendor performance, and resolve performance issues
• Ability to maintain procurement records sufficient to withstand state and federal review
• Ability to recognize and avoid conflicts of interest in procurement decisions
• Proficient in Microsoft Excel and district financial and procurement systems
