JOB DESCRIPTION
Under the supervision of the Emergency Department Manager, the primary function of the Outpatient Procedure Registered Nurse is to provide quality patient care by assisting in the performance of all outpatient procedures in Mid Valley Hospital. Assess, plans, implements and evaluates the care of patients. Communicates with the doctors, PA, NP as needed about patient’s condition, assists with procedures, and assists with maintaining equipment and inventory. Participates in performance improvement projects, maintain regulatory agency requirements, nursing and medical center policies and standards.
Other responsibilities may be assigned or delegated by the Emergency Department Manager or CNO.
SPECIFICATIONS
1. Ensures quality patient care by following department policies and guidelines.
2. Maintains IV competency.
3. Prepares each suite prior to each case by following the daily schedule and procedure requirements.
4. Ensures safe patient care by placing blood pressure cuff, sensor for pulse oximeter, nasal cannula, and cardiac electrodes appropriately.
5. Assists with positioning of patients.
6. Assists the MD in the procedure rooms, including but not limited to: charting vitals/patient status and the collection and labeling of specimens.
7. Delegate’s tasks to the MAs, recognizing what duties are within their scope of practice.
8. Ensures optimal outcomes by proper handling of instruments and equipment.
9. Maintains manufacturer’s recommendations and Mid Valley policies by proper processes-cleans, disinfects and reprocess instruments.
10. Understands the inventory of sterile, non-sterile and disinfected instruments by demonstrating proper handling, function, availability and location.
11. Prioritizes activities based on knowledge and comprehension of Outpatient procedures.
12. Understands operation, function and handling of special equipment according to manufacturer’s recommendations.
13. Provide assessment by troubleshooting malfunctioning equipment. If further service is required, process equipment, complete paperwork and calls biomed.
14. Assists where needed to insure efficient and safe care in the Outpatient patient continuum.
15. Maintains adequate inventory based on department need.
16. Demonstrates economic use of equipment and supplies.
17. Maintain confidentiality of all pertinent patient care information to assure patient’s rights are protected.
18. Communicate appropriate information to other members of the healthcare team in a timely manner.
19. Participate in overall Mid Valley Outpatient functions including, but not limited to, scheduling of procedures, training of new staff, maintaining appropriate statistics, assisting with Quality Assurance projects, education to improve self and others, and attending staff meetings and annual education in-services as required.
20. Comply with attendance requirements.
21. Channel suggestions, criticism and questions to appropriate individuals.
22. Accept and act on constructive criticism to improve professional abilities.
23. Respond appropriately to emergency situations, recognizing the need for assistance and obtaining support from personnel and/or physician as needed.

28. Maintains BLS and ACLS certification thru RQI.

30. Understands the safety precautions associated with the use chemicals in the healthcare environment.

PLANNING
· Worked performed to predetermine the course of action to obtain quality patient care.
· Effectively manages use of physical resources based on outpatient procedures and continuing patient assessment.
· Ensures that supplies and equipment necessary for emergency care are readily available at all times.
· Implements safety procedures for each patient in accordance with that patient’s specific needs.
· Plans for effective interdepartmental communications.
· Plans for need of special equipment and supplies needed for specific procedures.
INTERVENTION:
· Performs independent monitoring of patients.
· Charts appropriately on the EMR.
· Appropriately scans patients and medications when administering medications, and Documents accordingly on the EMAR.
· Communicates changes in patient’s condition immediately to appropriate care provider.
PROFESSIONAL ACCOUNTABILITY:
· Evaluates treatments given and documents response of patient.
· Notifies care provider of untoward responses to treatments given.
· Adheres to departmental hospital policies and procedures.
· Follows guidelines for obtaining permission to treat for minors or unconscious persons.
· Emergency Room nurse exercises authority consistent with the role and responsibility in accordance with the nursing practice act.
· The Emergency Department nurse assumes responsibility and accountability for individual nursing judgments and actions.
· Serves as a professional role model.
· Safeguards patient’s right to privacy by judiciously protecting confidential information.
· Emergency Department nurse is able to remain calm and perform necessary duties during challenging and stressful situations.
· Participates in unit activities.
· Participates in departmental and intradepartmental problem solving.
CONTINUING EDUCATION:
· Record on file in HR. Each individual is responsible for keeping file current and updated on needed Education and CEU’s.
· Attendance may be required at departmental staff meetings to formulate needed changes in procedures and work schedules. Make suggestions, constructive criticism and personal requests in a non-abrasive manner.
· Read and initial memos and administrative directives as posted.
· Maintain a well-stocked and clean department by cleaning equipment and replacing supplies before leaving the unit.

· Attends all mandatory in service on a timely basis as scheduled.

· Be familiar with the collective bargaining agreement (Union Contract) of the UFCW21 and Mid-Valley Hospital.
· Demonstrates the ability to adapt to varied age-specific patient populations.
· Non-Clinical Personnel: This position has no responsibility for the assessment, treatment, or care of patients. However, the ability to communicate and interact with patients of all ages is required.
EDUCATION: Graduated from an accredited School of Nursing
EXPERIENCE: The Emergency Department will employ only registered nurses who meet the requirements of a staff nurse at Mid-Valley Hospital plus the special qualifications necessary to render quality emergency care. She/he must demonstrate professional behavior.
REQUIRED: Certification / Licensure/ Registration: Current unrestricted state nursing licensure. ACLS is required upon hire with biannual renewal, CPR annually.
OTHER QUALIFICATIONS: Ability to communicate clearly and effectively: delegate and coordinate through leadership skills. She/he must demonstrate professional behavior. She/he must participate in continuing education and demonstrate motivation for continued self-improvement. Ability to communicate with people of diverse backgrounds and educational levels; i.e. patients, families, employees, physicians, etc.

WORKING CONDITIONS
Majority of work is performed indoors. High risk for biohazards.
This person spends 95% of their time in temperature controlled space. The potential for exposure to bio-hazardous agents or exposure to blood-borne pathogens and other potential infectious agents is high. This position requires contact with patients and staff under a wide variety of circumstances. This person is subject to varying and unpredictable situations, many interruptions, long irregular hours, multiple calls and inquiries.
WAGE AND COMPENSATION
Wage range $ 40.70 hr. - $ 73.71 hr. – DOE
Mid-Valley Hospital offers a benefit package. This includes accrued vacation time in the amount of .076923 vacation hours per hour worked.
