Job Summary
The Training and Quality Improvement Specialist develops and delivers training programs that support professional growth and promote best practices across the Probation Department. This position monitors compliance, conducts quality assurance activities, and provides recommendations to improve services, policies, and operational effectiveness. The Training and Quality Improvement Specialist collaborates with staff, leadership, and community partners to enhance performance, ensure accountability, and support continuous quality improvement.
Essential Duties and Responsibilities

Training:
Assists Probation Administrators to develop and measure benchmarks for Probation Transformation. Coordinates internal trainings, along with aiding in identifying external trainings applicable to the needs of Juvenile Court employees, specific to improving operations in probation that align with Probation Transformation benchmarks and evidence-based interventions. Prepares for and facilitates training classes for staff refresher training, including reserving room locations, room set-up, and acquiring any requisite equipment, providing registration, training rosters, handouts and evaluations forms.
In collaboration with the Chief of Probation, Deputy Chief of Probation and Deputy Chief of Intervention and Specialized Services, designs, implements and updates the annual Probation/Early Intervention and Diversion Center (EIDC) Training Plan including mandatory CORE curriculum schedule.
Obtains and maintains certification in Train the Trainer for CORE classes in EPICS, OYAS, and other best-practice curricula for best practices in community supervision of youth justice population.
Conducts and assists in new hire orientation of Probation staff, along with developing ongoing training support for employees. Provides on-site supervision/monitoring for Probation Officers and Intervention Specialists in the field in order to provide interactive feedback for ongoing training purposes.
Designs and develops training programs and manuals for Court employees. Completes all logistical arrangements for in-house and external training events. Assists in the assessment and determination of training needs utilizing appropriate training assessment methods and techniques.
Attends external trainings & workshops to obtain latest updates from Ohio Supreme Court Training and Ohio Court Education Coordinators’ Roundtable in order to inform the Court and identify further trainings needs to maintain best practices within the Court.
Identifies training needs based upon audit findings. Provides trainings for purpose of quality improvement, specific to needs of justice involved youth, adolescent development, trauma, and evidence-based interventions in youth justice.
Researches literature to present and prepare training activities and events. Coordinates educational resources and maintains electronic library of educational and training materials.
Maintains training log for new employees to ensure that all new employees have received the necessary training for their role at the Court. Communicates with Managers to provide feedback regarding needs for ongoing supports. Communicates specifics of learning styles of new staff to help managers to design supports for the new employee.
Supports the planning, development, coordination, and delivery of court-wide training programs and curricula by collaborating with subject matter experts, leadership, and external partners to ensure effective learning opportunities for all employees.
Quality Improvement of Probation Services:
Responsible for developing, implementing, coordinating, and monitoring all quality assurance and improvement programs including, but not limited to monitoring standards of Probation Case Plans, Case Plan Reviews, OYAS Compliance and fidelity to the assessment tool, and other best practice standards.
Provides reports to Chief of Probation, Deputy Chief of Probation, and Court Administration to identify quality assurance, programmatic, and training needs by staff. Also provides Quality Assurance reports to Probation Managers and staff. Assists in the development of unit benchmarks and goals. Collects and reports data for internal quality assurance benchmarks, EPICS Continuous Quality Improvement measures, Motivational Interviewing, and other general operating standards. Conducts booster trainings for EPICS and OYAS.
Assists in developing, implementing, coordinating, and monitoring all quality assurance and improvement programs including, but not limited to community-based programming, residential treatment programs, and all grassroots agency program outcomes.
Assists the Director of Training & Quality Improvement in coordinating all contracted audits by facilitating visit dates, requesting records, developing quality assurance interview guides. Updates all quality assurance checklists to include all federal and state standards. Ensures compliance with contracted deliverables and proposed service models and methods.
Conducts monitoring visits of both contracted youth services and internal Court programs.
Completes data collection and analysis for all quality assurance benchmarks. Collaborates with Court’s data team to assist in the retrieval of statistical data for use in reports, evaluation materials, and grant reporting. Collaborates with researchers from various universities to identify and collect variables for research needs. Assists in the resolution of program implementation or data collection issues.
Performs other duties as assigned.
Supervisory Responsibilities
Has no direct management responsibility for staff members. May be required to use supervisory abilities when in the training environment.
Equipment Operated
Standard office equipment and office technology such as copy machines, personal computers and telephones.
Confidential Data
Includes all court-related information regarding hearings, etc. the employee may come in contact with while working in the facility.
Working Conditions
Works in a general office setting with moderate noise levels. Employee also may work in a classroom environment testing and teaching course materials.
Usual Physical Demands
While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.
Knowledge, Qualifications, Skills, and Abilities

Knowledge of the youth justice best practices, Ohio Rules of Juvenile Procedure, the Ohio Revised Code, & Municipal Ordinances.
Demonstrate knowledge of risk levels, criminogenic needs, the youth justice system, case management, assessment tools, behavioral contract and program models. Must have a proven record of discretion and diplomacy: Make use of supervision, must be culturally competent, and flexible in work hours to accommodate program needs.
Knowledge of court operations with experience in working with youth justice population, ability to work independently with demonstrable skills in organization, establishing and maintaining work relationships with Court officials and the public, and problem-solving; familiar with social service agencies serving children, parents, families, community, etc.; ability to communicate effectively, verbally and in writing; able to effectively present to adult learners; able to effectively provide constructive feedback to aid in implementing best practices; attention to detail and the ability to maintain accurate records; ability to maintain confidentiality and professional discretion; knowledge of risk levels, criminogenic needs, the youth justice system, case management, behavioral strategies and program models. Skills in interviewing, report writing, and synthesizing information; ability to work with numbers, including basic understanding of arithmetic, statistics and financial records; must be computer literate – proficient in MS Word, Excel, and have the ability to acquire knowledge and use of Access and Court’s MIS; Internet research skills, knowledge of contract administration; knowledge of risk levels, criminogenic needs, the youth justice system, case management, assessment tools, behavioral contracts and program models; proven record of discretion and diplomacy; Flexibility in work hours to accommodate program needs including, but not limited to, out-of-state travel (including overnight travel), program monitoring and observation, and youth and staff interviews on an as-needed basis.
Education and/or Experience
Bachelor’s Degree in Social Sciences and/or Public Administration such as a degree from an accredited school of social work, public administration, psychology, sociology, corrections or related fields (or equivalent where 1 year of college=2 years of experience). Master’s Degree preferred.
AND
At least five (5) years of work experience in youth justice or law enforcement. Knowledgeable in Effective Practices in Community Supervision (EPICS), Ohio Youth Assessment System (OYAS), and knowledgeable in best practices in Youth Justice and guiding principles.
Licensure or Certification Requirements
Must possess a valid driver's license and continuously maintain automobile insurance in compliance with state law, with a driving record acceptable to the Court's current policies. Must have ready access to a safe functioning automobile with valid registration and insurance.
Any position which requires operating a motor vehicle as an essential duty of responsibility of the position will be subject to a driving record check through the Ohio Bureau of Motor Vehicles.
