Description

The Division of Building Inspection is seeking to hire a Certified Inspector to perform building inspections. The hourly rate for this position will be based on the certification levels listed below. Applicants must possess a current and active Building Inspector (BI) certification issued by the Ohio Board of Building Standards. POSITION SUMMARY:

Under general supervision performs work of moderate difficulty in performing the inspection of building construction in residential, commercial, industrial, and public buildings to ensure compliance with the codes of the City of Toledo and the State of Ohio;  performs related work as required.

ESSENTIAL JOB FUNCTIONS: 

  • Performs inspections of new and existing buildings of all occupancies and determines that work, for which they are certified to make inspections, is performed in compliance with the approved construction documents.
  • Inspectors shall inspect the work to the extent of the approval given when construction documents were approved by the building official and for which the inspection was requested.
  • Inspectors shall effectively communicate the results of their inspections to the building official.
  • Inspects for compliance for construction of, alterations to, additions on and repair of buildings.
  • Reads drawings and specifications for building, electrical, plumbing, and mechanical systems to ensure compliance with applicable building codes; performs special inspections in response to requests from the general public, other city departments or other agencies.
  • Makes reinspections to constructions to ensure that corrections and requirements related to building, electrical, plumbing, mechanical systems are completed in accordance with applicable codes and approved plans.
  • Consults with contractors and property owners regarding proper use and installation of materials.
  • Performs final inspections of entire structure for building, electrical, plumbing, mechanical systems,   and accessibility compliance.
  • Investigates illegal or unauthorized construction work.
  • Prepares stop work orders as required under state and municipal codes.
  • Determines, when applicable, if work is being performed by unlicensed contractors.
  • Keeps records and writes reports on all inspections; investigates and reports on complaints of building, electrical, plumbing and mechanical system violations.
  • Consults with superiors on building, electrical, plumbing and mechanical system problems and recommends solutions; 
  • Appears in court cases related to building, electrical, plumbing and mechanical.
  • Assists the Fire & Rescue Department in determining if fire damaged structures are required to be demolished as an emergency.
  •  Assists the Toledo Police Department in accessing the severity of structures damaged by vehicle impact and makes recommendations on stabilization and securing or demolishing the structure.
  •  Inspectors shall conduct themselves in a professional, courteous, impartial, responsive and cooperative manner.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

  • Considerable knowledge of building materials, practices, and methods of construction.
  • Considerable knowledge of City and State Building Codes and related laws and legal procedures for code enforcement.
  • Considerable knowledge of possible defects in structural, electrical, plumbing, mechanical, and fire protection systems and effective corrective measures.
  • Considerable knowledge of the methods, materials and techniques of the construction trade.
  • Knowledge of occupational hazards and safety precautions of the construction trade.

Skill in:

  • Skill in interpreting State mandated codes, the Toledo Municipal Code and related laws.
  • Skill in enforcing regulations with firmness and tact.
  • Skill in advising property owners and contractors on methods of obtaining code compliance for violations.
  • Skill in reading construction drawings and comparing them with construction in progress.
  • Good customer service and communication skills in dealing with citizens, building owners, contractors and architects.
  • Skill in record keeping and report writing.
  • Skill in the operation of computer technology, database usage, permitting software and internet communication devices.

Ability to:

  • Ability to have good customer service sand communication skills in dealing with citizens, building owners, contractors and architects.
  • Ability to organize time and materials.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:

Level A ($37.272 - $39.233):

  •  Must hold one (1) current and active certification issued by the Ohio Board of Building Standards as an inspector or plans examination discipline as defined below and perform inspections or plan reviews within that certified discipline as part of assigned duties. Must possess a valid driver’s license.

Level B ($39.881 - $41.980):

  • Must hold two (2) current and active certifications under the Ohio Board of Building Standards as an inspector or plans examination discipline as defined below and perform inspections or plan reviews within that certified discipline as part of assigned duties. Must possess a valid driver’s license.

Level C ($42.672 - $44.918):

  • Must hold three (3) current and active certifications under the Ohio Board of Building Standards as an inspector or plans examination discipline as defined below and perform inspections or plan reviews within that certified discipline as part of assigned duties. Must possess a valid driver’s license.

Level D ($45.659 $48.063):

  • Must hold four (4) current and active certifications under the Ohio Board of Building Standards as an inspector or plans examination discipline as defined below and perform inspections or plan reviews within that certified discipline as part of assigned duties. Must possess a valid driver’s license.

Refer to the rules set by the Ohio Board of Building Standards. However, below is the list of certifications that are considered:

  • Residential Electrical Inspector (REI)

  • Plumbing Inspector (PI)
  • Combination Inspector (CI) (Lvl   4)

Plans Examination Disciplines

  • Building Plans Examiner (BPE)
  • Energy Plans Examiner (ENPE)
  • Electrical Plans Examiner (EPE)
  • Fire Protection Plans Examiner (FPE)
  • Mechanical Plans Examiner (MCPE)
  • Plumbing Plans Examiner (PPE)
  • Combination Plans Examiner (CE) (Lvl 4)

Building Official

  • Commercial Building Official (CBO) (Lvl 5)
  • Comprehensive Code Official (CCO) (Lvl 6)                                                                                               

Residential Certifications        

The following residential certifications shall collectively count as one (1) certification (the candidate must possess all four (4) certifications for classification purposes):

  • Residential Mechanical Inspector
  • Residential Building Inspector
  • Residential Plans Examiner
  • Residential Building Official

Counting and Equivalency of Certifications

  1. Each certification listed under Inspection Disciplines and Plans Examination Disciplines shall count as one certification
  2. Possession of any of the following certifications shall automatically qualify the employee for classification as a Level D , regardless of the number of additional certifications held:
  3. Combination Inspector (CI) (Lvl 4)
  4. Combination Plans Examiner  (Lvl 4)
  5. Commercial Building Official (CBO) (Lvl 5)
  6. Comprehensive Code Official (CCO) (Lvl 6)

PHYSICAL DEMANDS:

In this position, the employee will occasionally stand and frequently walk and sit. The position will frequently require the employee to drive a personal and company owned vehicle. The employee will occasionally lift, push, pull, drag and/or move up to 128 pounds. The employee will frequently carry up to 50 pounds. Occasional stooping, kneeling, crawling, and crouching may occur with this position. Speaking and listening are constant essential functions of this position.

The employee will occasionally work indoors and outdoors. This employee will have to travel to multiple worksites continuously. At times, this position will require extended work hours. The noise level in the work environment is very loud. This employee will occasionally work in conditions where fumes, poor ventilation, mists, odors and gases are present. This employee will be exposed to dust frequently.
