Job Description:

 

The Deputy Program Manager supports the overall management and execution of the program and serves as a senior program-management leader responsible for coordinating complex, multi-task IT activities. 

This position supports the Program Manager in planning, organizing, directing, and controlling program activities; coordinating technical workstreams and task-order requirements; managing personnel and resources; monitoring schedules, deliverables, risks, and performance; and maintaining effective communication with the customer representatives. 

The Deputy Program Manager provides both administrative and technical direction to assigned personnel, ensures that services and deliverables meet established requirements and schedules, and independently identifies and resolves program issues. The role also supports development and maintenance of program management processes, controls, reporting, and continuous evaluation practices.


What You Will Do: 

  • Support the Program Manager in the overall management and execution of complex, multi-task IT contracts supporting the program. 
  • Plan, organize, coordinate, and manage multiple technical projects, workstreams, activities, and task-order requirements. 
  • Coordinate approved task orders and ensure personnel, technical activities, resources, schedules, and deliverables remain aligned with contractual requirements. 
  • Provide administrative and technical direction to project and technical personnel and coordinate activities across multiple teams. 
  • Support staffing and resource planning and, within delegated corporate authority, coordinate recruitment, hiring, personnel actions, and allocation of corporate resources. 
  • Ensure appropriate personnel, facilities, technology, and other resources are available to execute assigned program activities. 
  • Establish, implement, and maintain procedures, processes, and controls necessary to improve program execution and ensure services meet established schedules, quality standards, and production requirements. 
  • Monitor project and program milestones, schedules, dependencies, deliverables, staffing, risks, issues, and performance. 
  • Identify potential problems and develop corrective actions or mitigation strategies to maintain schedule, quality, and contractual performance. 
  • Support development, maintenance, and execution of the Contractor Project Management Plan. 
  • Support preparation and submission of the Status and Performance Report including ongoing reporting of program activities, accomplishments, performance, staffing, risks, issues, and upcoming activities. 
  • Provide customer representatives with accurate and timely status updates regarding personnel, project activities, deliverables, schedules, issues, and overall performance. 
  • Respond to administrative and technical requests from the customer representatives and coordinate appropriate follow-up and resolution. 
  • Serve as a senior interface between the stakeholders, the Program Manager, project managers, technical leads, and contractor personnel. 
  • Coordinate technical activities across Cloud, infrastructure engineering, cybersecurity, SRE, FinOps, SDI, automation, and related workstreams as assigned. 
  • Apply continuous evaluation and control measures to assess performance, identify opportunities for improvement, and maintain effective program execution. 
  • Track and communicate program risks, issues, dependencies, corrective actions, and changes to appropriate stakeholders. 
  • Support program governance, meetings, briefings, reviews, and technical kickoff activities. 
  • Prepare executive-level status reports, presentations, dashboards, briefings, and other program-management communications. 
  • Assist with resource forecasting, staffing plans, schedules, performance tracking, and program-level financial/resource management. 
  • Promote quality, schedule adherence, effective resource utilization, and compliance with contractual requirements. 
  • Work independently with limited supervision while exercising sound judgment in managing assigned program responsibilities. 
  • Operate within Government requirements, contractual limitations, applicable policies, and company standards and controls. 
  • Support continuous improvement of program processes, procedures, controls, and delivery practices. 
  • Perform other duties as assigned. 

Requirements

What We Need: 

  • Master's degree in computer science, Information Technology, Engineering, Business, Project Management, or related field. 
  • 7+ years of professional experience in IT project management, program management, technical project management, or related IT services. 
  • Demonstrated experience managing complex, multi-task IT projects, programs, or contracts. 
  • Experience planning, organizing, and managing technical personnel and cross-functional teams. 
  • Experience providing administrative and/or technical direction to project or technical personnel. 
  • Experience managing schedules, milestones, deliverables, resources, staffing, risks, issues, and performance. 
  • Demonstrated ability to coordinate multiple concurrent projects, workstreams, or task-order activities. 
  • Experience working directly with customers or Government stakeholders and providing program/project status and performance updates. 
  • Strong written and verbal communication skills, including the ability to prepare executive-level reports, briefings, and presentations. 
  • Experience establishing or improving project management procedures, processes, controls, and performance-monitoring practices. 
  • Ability to independently identify problems, evaluate alternatives, coordinate corrective actions, and maintain project execution. 
  • Ability to work independently with minimal supervision. 
  • Experience supporting complex Federal Government or enterprise IT environments is highly desirable. 
  • Experience with Cloud, infrastructure, modernization, cybersecurity, DevOps/DevSecOps, SRE, ITSM, or other enterprise IT technologies is desirable. 

Preferred Qualifications 

  • PMP, CAPM, ITIL, or other relevant project/program management certification. 
  • Experience supporting the Department of Veterans Affairs or Federal Government IT programs. 
  • Experience with Cloud environments such as AWS, Microsoft Azure, or Google Cloud. 
  • Experience with Agile, Waterfall, or hybrid project management methodologies. 
  • Experience with ServiceNow, Jira, Confluence, Microsoft Project, Power BI, or similar project management and reporting tools. 
  • Experience coordinating subcontractors or geographically distributed technical teams. 
  • Experience with Federal acquisition, task-order management, contract administration, or Government customer environments. 

Clearance Requirement:

  • Ability to obtain and maintain public trust background investigation/clearance per client requirements.
