Description
The Urban Renewal Authority (“URA”) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.
About the Role
Strategic Leadership & Innovation
Own the organisation's overarching IT strategy, driving innovation and ensuring alignment with the long-term objectives.
Act as the owner for the technology vision, strategy, and execution of digital services platform for operational excellence with continuous improvement
Digital Transformation & Application Development
Spearhead the organisation’s digital transformation agenda, ensuring all technology choices directly serve the mission of delivering a trusted and efficient building maintenance service.
Oversee the full lifecycle of application development, from analyzing business requirements to executing the organisation's digital vision for successful public launch and continuous improvement.
Data-Driven Strategy & Insights
Champion the use of data as a strategic asset, driving the adoption of data science and analytics to generate innovative, data-driven insights.
Establish and manage data sources to facilitate analysis, providing strategic advice to the business based on emerging trends and behaviors.
Governance, Security & Infrastructure
Develop, implement, and enforce a robust framework of IT policies, controls, and procedures to ensure the availability, confidentiality, and integrity of data across the entire organization.
Uphold the highest standards of IT security and risk management, leading the strategy for cyber defense, business continuity, and data integrity.
Ensure the delivery of a robust and high-performing IT infrastructure, governed by clear policies and procedures to guarantee operational excellence.
Requirements
University degree holder or higher in Information Technology, Computer Science, or a related discipline
Minimum of 15 years’ experience in infrastructure and system design, including experience in a senior management capacity with a proven track record in a leadership role
Strong knowledge in major IT domains, including network, security, communication, hardware, software, data warehousing, cloud and enterprise systems
Proven experience in applying AI (beyond the use of basic chatbots) to solve real world business challenges is strongly preferred
Experience across multiple sectors, ideally spanning two or more of the following environments, is preferred: corporate, public sector/government, consulting, or startup
A strategic and innovative leader with demonstrable experience driving major change initiatives and digital transformation within a complex organization
Possession of a proactive, entrepreneurial spirit, strong business acumen, and the ability to communicate complex technical concepts to senior stakeholders
