Safety Culture & Workforce Development Deputy Director
(Operations and Maintenance Deputy Director)

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

OPEN TO THE PUBLIC
This recruitment will establish an open eligible list that will be used to fill current and future Operations and Maintenance Deputy Director positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

OC WASTE & RECYCLING
OC Waste & Recycling (OCWR) serves the County’s solid waste disposal needs by providing waste management services, operating public landfills, protecting the local environment, investing in renewable energy enterprises and promoting recycling in order to ensure a safe and healthy community for current and future generations. The department manages one of the nation's premier solid waste disposal systems, serving residents and businesses in the County’s 34 cities and unincorporated areas. Our three active landfills reflect environmental engineering at its best. They are among the largest in the state and annually receive more than 4 million tons of solid waste. These state-of-the-art facilities—Olinda Alpha Landfill near Brea, Frank R Bowerman Landfill near Irvine and Prima Deshecha Landfill next to San Juan Capistrano—take pride in being good neighbors. The landfills use sanitary and environmentally friendly operational methods and have earned many awards for their modern management techniques, regulatory compliance and environmental practices.

THE OPPORTUNITY

The Safety Culture & Workforce Development Deputy Director is an integral member of OCWR’s Executive Team and is responsible for capturing, creating, and continuing Landfill Development Standard Operating Procedures (SOPs) throughout the organization and to ensure performance consistency and compliance throughout OC Waste & Recycling. The emphasis is to establish and continue standardizing OCWR’s operation practices, creating a collaborative environment, for sustainable succession planning, ensuring the future success of the organization. 
 
 In addition, the Safety Culture & Workforce Development Deputy Director will perform but is not limited to the following duties:

  • Establish and standardize all operation practices through a collaborative and interactive process
  • Support the safety performance of internal staff and external stakeholders
  • Collaborate with peers, staff and key stakeholders to implement agency initiatives
  • Improve and maintain operations and safety training
  • Provide quality controls and quality assurances related to agency policy implementation for safety culture and employee development to sustain the culture of safety
  • Coordinate and lead executive field and desk-top audits for standardization and compliance of safety policy
  • Collaborate with the implementation of continuous improvement projects and efforts across all lines of business
  • Other duties as assigned

DESIRABLE QUALIFICATIONS
In addition to the minimum qualifications, the ideal candidate will possess a Bachelor’s degree or higher in a related field, and at least 5 years of progressively responsible safety and/or workforce development experience within the public sector, including at least 3 years of supervisory experience. 
 
Extensive professional work experience and/or knowledge is required in the following core competencies:
 
Technical Skills
  • Ability to evaluate safety audits, perform risk assessments, and recommend practical improvements to strengthen operations 
  • Knowledge and understanding of Cal OSHA workplace safety
  • Knowledge and understanding of Management Of Landfill Operations (MOLO), Composting and Material Recovery activities

RECRUITMENT PROCESS

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Based on the County's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
