What this job involves: The Manager, Strategic Sourcing – Construction & Project Management leads construction and project-related category sourcing with deep technical expertise and strong stakeholder management capabilities, executing the strategic sourcing plan for Project Delivery Services (PDS) categories while managing a team of sourcing professionals to deliver cost optimization, quality control, and supplier performance excellence. As the Manager of Strategic Sourcing, you'll serve as a subject matter expert for construction services including general contracting, specialized trades, design-build, tenant improvements, and capital projects, leading full-cycle RFx processes from initiation through contract award and project mobilization following established program standards. You'll develop comprehensive scopes of work that align with program standards, industry best practices, and building codes, while applying performance-based construction standards and quality benchmarks established by program leadership. Working closely with client stakeholders, facility managers, operations teams, and project owners, you'll translate operational and technical requirements into procurement specifications and contract language, managing construction contract negotiations and ensuring alignment with risk management, insurance requirements, and compliance frameworks. You'll also lead a team of sourcing specialists and coordinators, coaching and developing team members through regular feedback while modeling technical expertise, professionalism, and collaborative working style. This role requires you to balance hands-on execution with team leadership, providing technical guidance rooted in construction best practices while staying current on industry trends, delivery methods, building technologies, and sustainability practices. The successful candidate will demonstrate a strong bias for action, proven experience delivering results through effective team leadership, and the ability to navigate construction project environments with professionalism while managing competing priorities and making timely decisions.
What your day-to-day will look like:
Execute the sourcing strategy for assigned construction and project-related categories in alignment with program objectives, driving performance, cost optimization, risk mitigation, and quality outcomes while serving as a subject matter expert for general contracting, specialized trades, design-build, and capital projects
Lead construction RFx processes (RFI, RFP, RFQ) from initiation through contract award and project mobilization, developing sourcing strategy, technical scope definition, and commercial models within category guidelines while facilitating cross-functional scoring teams and managing alignment across operations, engineering, finance, and site stakeholders
Develop comprehensive scopes of work for construction contracts that align with program standards, industry best practices, and building codes, defining appropriate pricing models (lump sum, cost-plus, guaranteed maximum price, unit pricing) aligned with project scope and risk allocation
Build effective working relationships with client stakeholders, facility managers, operations teams, and project owners, translating operational and technical requirements into procurement specifications and contract language while managing competing category priorities
Manage negotiation of construction contracts and service agreements, ensuring alignment with risk management, insurance requirements, indemnification standards, payment terms, and compliance frameworks established by the program while coordinating with Corporate Legal and Risk Management
Implement and coordinate construction category programs within assigned scope, tracking and reporting on KPIs including schedule adherence, budget performance, safety metrics, quality standards, and change order management while executing supplier relationship and performance management programs
Analyze construction spend data, project performance, and market trends to identify optimization opportunities, benchmarking pricing, delivery methods, and contractor performance across assigned portfolio while providing regular detailed status updates to stakeholders and leadership
Lead a team of sourcing specialists and coordinators to deliver category outcomes aligned with program objectives, coaching and developing team members through regular feedback, goal setting, and performance management while establishing work priorities and resolving issues
Present sourcing strategies, technical recommendations, and award justifications to operations leadership, project teams, and management stakeholders, communicating construction and commercial decisions in clear, structured, and professional manner while participating in governance forums and client meetings
Required qualifications:
8+ years of strategic sourcing or procurement experience with significant focus on construction, capital projects, or project-related services
3+ years of hands-on experience in construction operations, project management, general contracting, or facilities capital project delivery
2+ years of people management experience, leading sourcing or procurement professionals
Strong technical knowledge of construction methods, building systems, trade coordination, project scheduling, cost estimating, and construction contract administration
Proven experience leading end-to-end construction RFx processes and developing construction scopes of work, technical specifications, and project delivery frameworks
Strong track record of execution excellence, taking initiative, and delivering results through effective team leadership with a strong bias for action—ability to move decisively, make sound operational decisions, and implement solutions
Strong understanding of construction contract types, risk allocation strategies, and experience in construction contract negotiation and commercial strategy
Excellent communication skills—oral and written—with ability to translate technical concepts for non-technical audiences and strong professional presence and presentation capability
Bachelor's degree (BA/BS) from four-year college or university, willingness to travel (10%) for site visits, project walks, contractor meetings, and program support, and must be consistently available during standard business hours with reliable access to desk, computer, phone, email, and video conferencing systems to respond to time-sensitive client requests
Preferred qualifications:
MBA or advanced credentials
Professional certifications in construction management, project management (PMP), procurement (CPSM, CSCP), or facilities management
Experience in commercial real estate, corporate facilities, or property management environments
Experience with JLL procurement systems (e.g., Jaggaer, Aravo, Ingenious, etc.)
Knowledge of sustainable construction practices, LEED, and green building standards
Experience developing and implementing construction quality standards and audit programs
Background in risk management, insurance requirements, and construction safety programs

Estimated compensation for this position:
84,600.00 – 162,000.00 USD per yearThis range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
