The Opportunity:
We are seeking a highly skilled Space Systems Planner to join our team supporting USAFRICOM’s Joint Electromagnetic Spectrum Operations Cell (JEMSOC) within the J39 Info & Cyberspace Ops Division. The ideal candidate will provide subject-matter expertise at the intersection of space operations and the electromagnetic operational environment (EME), advancing USAFRICOM’s mission through rigorous analysis, modeling, simulation, and planning for communications, sensing, and electronic warfare effects.

This position offers an exciting opportunity to directly influence joint planning and operations by integrating space effects across the electromagnetic spectrum. Join us in shaping operational outcomes for USAFRICOM—bringing rigor, innovation, and mission focus to the J39/JEMSOC team.

Responsibilities:

  • Perform as a core member of the AFRICOM JEMSOC team, delivering space-systems expertise tied to electromagnetic spectrum operations and EME management.

  • Analyze electromagnetic interference and space-system technologies to assess impacts on EME and inform command planning.

  • Design, analyze, model, and test space-system operations for communications, sensing, and electronic warfare; develop quantitative analysis and constructive modeling & simulation, including orbit determination and capability trade-space assessments.

  • Develop the Electromagnetic Spectrum (EMS) staff estimate and other planning documents to facilitate command targeting and operational decision-making.

  • Support contingency and crisis planning, refining and coordinating staff packages that integrate space effects across joint operations.

  • Coordinate information sharing and planning with USAFRICOM components and partners, incorporating space activities into strategic and operational objectives, including COA development and war-gaming when required.

  • Integrate with broader space operations initiatives (e.g., USSPACEFOR-EURAF) and contribute to SAP/STO-related planning and analysis as applicable.

  • Prepare briefings and respond to RFIs in support of Government requirements; participate in Joint Planning Groups/Teams as needed.


Qualifications:

Required: 

  • TS/SCI required.

  • Bachelor’s degree in Aerospace Engineering, Physics, Electrical Engineering, Systems Engineering, or a closely related field; advanced degree preferred.

  • Minimum of 7 years of experience in space operations/space systems engineering, electromagnetic spectrum operations, or related defense fields.

  • Demonstrated expertise in space-system modeling & simulation, quantitative analysis, and orbit determination; ability to translate technical results into operational plans and estimates. 

  • Strong analytical, problem-solving, and technical writing skills; proven ability to produce staff estimates and planning documentation for senior decision-makers.

  • Excellent communication and collaboration abilities to operate within cross-functional teams (JEMSOC, J39, components, and partners). 

  • Ability to obtain and maintain TS/SCI clearance; willingness to submit to CI polygraph; willingness to support OCONUS travel and comply with Government travel/security processes (LOAs/APACS/SPOTS/visas).


Desired:

  • Experience building models and simulations using appropriate tools to evaluate space-system decisions, capabilities, and requirements; translate findings into planning artifacts.

  • Experience integrating space effects into joint plans and exercises at the Combatant Command level; familiarity with USAFRICOM operational constructs. 

  • Background in electromagnetic warfare as it pertains to space systems and EMOE management. 

  • Practical proficiency with modeling & simulation environments and analytics tools used for space operations planning and capability analysis. 

  • Exposure to SAP/STO planning, COA development/war-gaming, and crisis operations support within space operations contexts.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$99,300 - 208,600 USD
