Description
· Supervises staff and provides instruction and training for employee(s); plans and assigns work; evaluates and approves leave requests and timesheets; checks final work to ensure compliance with established ordinances, policies and procedures.
· Recommends the hiring and promotion of employees; recommends salary increases and disciplinary actions; assists in the resolution of grievances and/or complaints; provides feedback on work performance and completes performance evaluations for employees.
· Performs various system administration functions of internal computer modeling programs.
· Conducts training and provides technical support to appraisal staff as required.
· Manages valuation of land (improved and vacant) using Computer Assisted Mass Appraisal (C.A.M.A.) and manual techniques for state mandated yearly reappraisal and in following IAAO best practice standards.
· Installs, tests, and verifies accuracy of Marshall Valuation cost tables using statistical analysis techniques in a mass appraisal environment and makes adjustments as necessary.
· Applies values, cost tables, and models as developed.
· Analyzes overall accuracy and equitability of values through use of sales ratio
studies for the purpose of determining the general level of performance of the Assessor’s Office for in-house and State Property Tax Division evaluations.
· Identifies potential problem areas and proposes and implements potential solutions to C.A.M.A. system.
· Provides data and technical support to Chief Appraisers and appraisal staff.
· Supports appraisal staff in defense of valuation protests by property owners by providing testimony in formal hearings as necessary.
· Stratifies and re-aligns modeled neighborhoods on a periodic basis or when necessary.
· Assists when necessary, with providing sales ratio information, etc. for yearly Property Tax Division (PTD) audit;
· Assists the general public and appraisal related professionals with questions regarding increases in assessments and general questions concerning the methods for valuing property.;
· Completes and submits progress reports to Assessor Chief Deputy Assessor and/or his/her designee as requested.
· Plans, analyzes and recommends courses of action to management.
· Attends Board of County Commission meetings as required by Assessor.
· Responsible for other duties as assigned.
Knowledge / Skills:
· Knowledge of mass appraisal procedures.
· Knowledge of real estate statistics, regression analysis, advanced math, and ratio studies.
· Knowledge of principles of real and personal property appraisal including mass appraisal.
· Knowledge of construction characteristics, quality, and standards.
· Knowledge of laws, rules, and regulations applicable to real and personal property.
· Knowledge of legal descriptions.
· Knowledge of advanced Excel. Ability to deal effectively and tactfully with people who may be emotionally charged by issues and information being presented.
· Skill in supervising, managing, training, and evaluating personnel.
· Ability to apply creative problem solving techniques to complex matters. Ability to independently prioritize and organize work assignments; and ensure great attention to detail.
· Ability to communicate effectively, both orally and in writing; ability to follow oral and written instructions and keep accurate records of inspections and work activities.
· Ability to establish and maintain effective working relationships and good public relations with other employees, agencies, property owners, and the general public.
· Ability to train others in complex issues.
· Ability to handle confidential material in a trustworthy manner.
· Skilled in CAMA programs.
· Skill in operating various word-processing, advanced spreadsheets, advanced databases and other advanced software programs in a Windows environment including Proval, Ascend, AS400, APPX document manager, APPX workflow Manager, and in Google Chrome, Maps, and Earth
· Bachelor’s degree or equivalent in Agriculture, Business or Public Administration, Economics, Real Estate, or related field; and
· Three (3) years of experience in the field of mass or fee simple appraisal multiple regression analysis, ad valorem mass appraisal, or computerized mass appraisal modeling/ multiple regression analysis; two (2) years of which must have been in a supervisory or lead worker capacity or
· High school diploma or equivalent plus seven (7) years of experience in the field of ad valorem mass appraisal two years of which must have been in computerized mass appraisal modeling / multiple regression analysis; two (2) years of which must have been in a supervisory or lead worker capacity.
· Relevant education may be substituted for experience at a rate of 30 semester hours equal to one (1) year experience.
· A completed New Mexico EDGE Public Supervisor certification will substitute for two (2) years of required supervisory experience.
· Must be designated as a “New Mexico Certified Appraiser” or equivalent.
· Must have successfully completed IAAO (International Association of Assessing Officers) course “Modeling Concepts” or equivalent.
Working Conditions:
Work is performed primarily in an office setting with some work outdoors in varied weather conditions with exposure to dust, fumes, airborne particles, and allergens. May be required to work evenings, weekends. Travel is rarely required. While performing the duties of this job, the employee regularly is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands or arms; and talk or hear. Clarity of vision at long and short distance is required. The employee is occasionally required to lift up to 20 pounds. Work may involve high risk or potentially dangerous situations; exposure to excessive noise; working near hazardous moving equipment or machinery; or working with hostile, violent or offensive individuals. Work may require the use of protective clothing, equipment, devices, or materials.
Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
