Budget and Fiscal Director


This position provides college-wide oversight of the College of Human Sciences & Education's finance and accounting enterprise in the areas of budgeting, account management, procurement, and general financial/administrative functions. This includes centralized oversight of the financial functions for the Dean's Office and administrative support units, centers & institutes, and subsidiary schools for the college.

35% College Financial Management: Serves as the college's principal financial manager for all unrestricted and restricted accounts across 17 cost centers and eight fund types, including a state unrestricted operating budget of approximately $16 million (FY2026), the four Centers and Institutes, endowed professorships, Foundation accounts, Residential College, LAA+, ICS, and Call Me Mister. Prepares and manages college budgets in coordination with Budget & Planning and Accounting Services; establishes and realigns budget categories; monitors account balances, encumbrances, and tentative transactions; performs account reconciliation; and completes fiscal year-end closeout. Maintains financial projections of resource allocations, expenditures, and account balances; manages the college's unexpended salary savings report allocations and expenditure module; maintains financial reporting for internal and interdisciplinary initiatives; and provides budgetary and analytical support to the Senior Assistant Dean for Administration, including budget data used to plan for hiring, research, student support, and other college initiatives. Carries standing responsibility for the financial management of the college's growing philanthropic and endowed accounts, building and maintaining the account structure and reporting needed as fundraising, new endowments, and named investments expand. 25% Revenue Portfolio Management: Oversees the financial functions of the college's variable revenue streams, including LSU Online, Summer Term, and Professional Education. Develops and maintains revenue projections; monitors performance against budget; reconciles revenue distributions; supports net revenue calculations used in the college's revenue-sharing models; maintains reporting mechanisms associated with revenue sharing for the college's entrepreneurial, self-generated, and sponsored enterprises; and provides analysis supporting planning and reinvestment. Assists with the financial aspects of professional education, online programs, and grants and contracts.


15% Early Childhood Education Laboratory Preschool: Directs the financial operation of the Early Childhood Education Laboratory Preschool, a year-round operation serving 165 children ages six weeks to four years. The preschool receives no state unrestricted budget support and is funded entirely by self-generated tuition revenue, against an annual payroll of approximately $1 million, making its financial management essential to the operation's solvency. Oversees accounts receivable and tuition billing, which constitute the operation's sole revenue source; directs reconciliation and financial reporting on the preschool's operating position; and leads the college's monitoring and resolution of that position.


10% Scholarships: Works with Development and Student Services to establish scholarships, designate recipients, and process and track payments. Reconciles all college scholarship accounts and forecast earnings. Works will Enrollment Management, school-level contacts, and staff to manage procedures, establish departmental scholarships, and review student award entries to ensure adequate funding and compliance with LSU Foundation and University policies. Maintains the database of scholarships and student awards, including criteria and past and present recipients.


10% Procurement and Contracts Oversight: Provides oversight and final approval authority for the college's procurement and contract activity, including purchasing, professional service contracts, and requisitions and purchase orders executed at the coordinator level. Reviews and approves spend authorizations and expense reports for the Dean's Office administrative support units, including faculty and student travel grant awards. Maintains oversight of college asset management. Ensures compliance with LSU and State of Louisiana purchasing policy.


5% Other Duties as Assigned: Performs other duties as assigned in support of the college's financial operations.

Minimum Qualifications: Bachelor's degree with seven years of related experience. Some experience in accounting, budgeting, or financial management, including account reconciliation, financial reporting, and budget preparation. Some experience using an enterprise financial or ERP system.


Preferred Qualifications: Master's degree in accounting, finance, or business administration with seven years of related experience. Progressively responsible financial management experience in higher education or the public sector. Fund accounting across multiple fund types, including state, self-generated, Foundation, and sponsored funds. Budget development, forecasting, and revenue projection for self-generated or auxiliary enterprises. Workday Financials or comparable enterprise financial system. Accounts receivable and billing operations.

Preferred Certifications/Licenses: Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM)
