The Fiscal Technical Specialist I provides fiscal, administrative, data, and technical support for Mono County’s housing programs and initiatives within the County Administrative Office. Working closely with the Housing Management Analyst, this position supports the day-to-day administration and financial tracking of housing programs, grants, contracts, and projects that expand housing opportunities in Mono County.

Responsibilities include maintaining accurate financial and program records; tracking expenditures, revenues, funding sources, and program activity; assisting with budget development and monitoring; reviewing and processing financial and program documentation; maintaining spreadsheets, databases, and other tracking systems; preparing reports and supporting documentation; and assisting with grant, contract, and compliance requirements. The position may also assist with income qualification documentation, program applications, payment processing, reconciliations, and other administrative functions associated with housing programs.

The Fiscal Technical Specialist serves as an important technical resource to the Housing Management Analyst by organizing and maintaining accurate fiscal and program information, identifying discrepancies or missing documentation, compiling data, and helping ensure housing program activities are properly documented and supported. The position requires attention to detail, sound judgment, confidentiality, and the ability to interpret and apply applicable policies, procedures, regulations, and program requirements while managing multiple priorities and deadlines.

This position is part of the County Administrative Office and contributes to Countywide housing initiatives by providing the reliable fiscal and administrative support necessary to move housing programs, funding, and projects forward.

The ideal candidate is a highly organized and detail-oriented professional who enjoys working with numbers, records, data, and administrative processes and takes pride in producing accurate, complete, and reliable work. This position is well suited to someone who can manage multiple assignments, identify discrepancies, follow financial and program requirements, and keep information organized so that housing programs and projects can move forward efficiently.

The successful candidate will have strong skills in financial and statistical record keeping, spreadsheets, data organization, document processing, and information systems. Experience with budgeting, grant administration, contract support, accounts payable or receivable, financial reconciliation, program administration, or government operations is desirable. Familiarity with housing programs, public-sector funding, or affordable housing is helpful but not required; the ability to learn specialized housing program requirements and apply them accurately is essential.

The ideal candidate is comfortable working closely with the Housing Management Analyst and other County staff, providing dependable fiscal and administrative support while also working independently on assigned responsibilities. Strong communication skills, sound judgment, discretion, and a service-oriented approach are important, as is the ability to explain information clearly and work cooperatively with staff, contractors, program participants, and other partners.

Department Overview

The County Administrative Office provides leadership, coordination, and organizational support across Mono County government. The office works closely with the Board of Supervisors, County departments, and community partners to carry out Board direction, manage County resources, coordinate Countywide priorities, and support effective delivery of public services.

The County Administrative Office is responsible for developing and managing the County budget, monitoring programs and services, supporting long-range planning, and coordinating major County initiatives and special projects. The office also works across departments to help implement strategic priorities and address issues that require a Countywide approach.

Housing is an important Countywide priority, requiring coordination among County departments, public agencies, community partners, property owners, developers, and other stakeholders. Within this environment, the Housing Management Analyst leads the administration and implementation of housing programs and projects, including funding, compliance, property and asset management, and project delivery. The Fiscal Technical Specialist provides the fiscal, data, documentation, and administrative support that helps these programs operate accurately and efficiently.
