FHI 360 supports United States Government (USG) to provide strategic technical support and direct service delivery to achieve Human Immunodeficiency Virus (HIV) epidemic control among all at-risk populations; strengthen Global Health Security (GHS), including outbreak response; improve Maternal, Newborn and Child Health (MNCH), address malaria; and nutrition.

We are currently seeking qualified candidates for the position of Digital Health Specialist. The position will be based in Dushanbe, Tajikistan.

Job Description

The Digital Health Specialist will be responsible for supporting the delivery and enhancement of digital health activities. The specialist will provide technical support to the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MOHSPP), implementing partners, and other national health actors to strengthen digital health information systems, including DHIS2, Laboratory Information Management Systems (LIMS), and other digital platforms used to support disease surveillance, laboratory data management, and program monitoring. The Digital Health Specialist will support the development and improvement of electronic data collection tools, reporting forms, and digital workflows, and will contribute to strengthening interoperability and data exchange between health information systems. The specialist will also provide technical support and training to health facilities, government counterparts, and implementing partners on the use of digital health tools, support data quality processes, and contribute to technical documentation, reporting, and coordination with national and international partners.

Position Responsibilities:

  • Support the implementation of digital health activities in collaboration with the MOHSPP and project partners;
  • Provide technical support for the implementation, enhancement and integration of digital health information systems, including DHIS2, LIMS and other digital health platforms, in collaboration with the MOHSPP, national health actors, and technical teams;
  • Support the development and improvement of electronic data collection tools, reporting forms and digital workflows;
  • Support efforts to strengthen interoperability and data exchange between health information systems, where applicable;
  • Provide technical support to health facilities, government counterparts and implementing partners on the use of digital health systems and applications;
  • Support data management processes, including data validation, routine data quality checks and resolution of data-related issues;
  • Participate in the testing, validation and rollout of newly developed digital health solutions and system enhancements;
  • Prepare user guides, technical documentation, standard operating procedures (SOPs) and other materials related to digital health systems;
  • Organize and conduct training and provide ongoing technical support to healthcare workers, government counterparts and national partners on digital health tools and systems;
  • Prepare reports, dashboards, presentations and other analytical products to support program implementation and evidence-based decision-making;
  • Coordinate with government counterparts, technical teams, software developers and other national health actors to facilitate the implementation and effective use of digital health solutions;
  • Monitor developments and emerging best practices in digital health and provide recommendations to support project objectives;
  • Collect, review, validate and consolidate health data from program teams, address data quality issues, and enter and maintain data in the system; prepare reports, dashboards, presentation materials as required;
  • Participate in procurement selection committees and contribute to the review and evaluation of procurement-related submissions, as required;
  • Perform other duties as assigned.

Minimum Qualifications:  

  • Bachelor’s degree in information technology, Health Informatics, Public Health, Information Systems, Computer Science, or another relevant field;
  • Minimum 5 years of relevant professional experience in digital health, health information systems, information technology, data management, or a related field;
  • Understanding of digital health concepts, health information systems, health data exchange, and data quality assurance principles is preferred;
  • Experience working with DHIS2 or other health information systems is preferred;
  • Experience providing technical support and delivering user training is an advantage;
  • Strong analytical, organizational, and problem-solving skills;
  • Ability to work independently as well as collaboratively within a multidisciplinary team;
  • Experience working with government institutions and/or international development projects is preferred;
  • Excellent communication and interpersonal skills;
  • Fluency in English, Tajik, and Russian is required.

Travel Requirements:

  • 15% within Tajikistan.

The expected hiring salary range for this role is TJS  180,000 - 230,000 for annual  basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
