A Non-Merit vacancy exists in the Department of Housing and Community Development. 

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below.

Definition of Responsibility
Under the direct supervision of the Administrative Manager, the Compliance Supervisor, supervises the Office of Housing’s Compliance Unit and staff responsible for variety of tasks relating to operational compliance strategies. This includes Integrity, Fraud Recovery, Staff Training and Development, Quality Control, and Reporting. The Compliance Supervisor will work collaboratively and cross-functionally within the management team to uphold program integrity and advance the mission of the Office of Housing. This is a highly technical and deadline-driven position. 

Essential Duties
  • Analyze and monitor established and proposed programs, systems and documentation to ensure compliance with applicable federal and state regulations and requirements, including Department of Housing and Urban Development (HUD) regulations
  • Manage the daily operations of a division and/or team, conduct research, provide analysis, administer programs to promote affordable and accessible housing, draft recommendations related to policy, programs and initiatives for office of housing
  • Analyze and/or anticipate problems or concerns, identify alternative solutions, project consequences of proposed actions, and implement recommendations.
  •  Design and implement strategies, plans and procedures for specific functions in accordance with County policies, procedures and federal, state and local laws.
  • Compile and complete reports in accordance with program requirements, federal state and local laws, and County policies and procedures. Ensure timeliness and accuracy of the reports.
  • Develop standard operating procedures and comprehensive training modules and protocols.
  • Advise Senior leadership on issues concerning the application of federal, state, and local statutes, regulations and policies to formulate strategic protocols.
  • Assist in the development and management of transparent and efficient processes for putting resources into action in support of the goals and objectives of the agency and the County’s priorities, including effective accountability and compliance processes to ensure prompt achievement of goals and objectives.
  • Keeps current on all updates, requirements and changes to Housing Choice Voucher (“HCV”) Program, HCV Project Based Voucher (“PBV”), federal regulations and guidelines governing Secured Systems, EIV system, Fair Housing, HUD Housing PIH Notices.
  • In conjunction with the administrative staff, assists in developing BCOH’s Annual Plan. Shall utilize specific sources of information such as PIH Notices, HUD memos as well as electronic information sources in order to cause Agency Plan to be completed
  • Oversee, maintain, and enforce all program regulatory documentation, including payment standards, utility allowances, census tracts, standard leasing requirements, components of the Affirmatively Furthering Fair Housing marketing plans.
  • Internally audit and certify continuing compliance of tenant files and internal controls; provide management with compliance-related insight into staff performance and workflows.
  • Maintains full Enterprise Income Verification (EIV) compliance and monitors the compliance with EIV requirements of all staff.
  • Oversee client eligibility for all housing programs from waiting list application through termination; serve as Informal Review Officer, Informal Hearing Officer, and Grievance Officer; manage all systems and procedures intersecting with waiting lists, applications, and program terminations.
  • Serve as Fair Housing Coordinator; evaluate client requests for reasonable accommodations; analyze Housing Authority compliance with Fair Housing requirements
  • Perform other related duties as required.
Other Duties
  • May function as lead analyst on large or comprehensive projects.
  • May represent the department at hearings or other official proceedings, meetings and conferences, or on committees.
  • Performs other related duties as required.

Graduation from an accredited college or university with a bachelor's degree in a related field, preferred.

Five years of experience in a regulatory environment.

The following certifications must be obtained within 1 year of employment.
  • HCV Rent Calculation

  • HCV Executive Management

  • HCV Financial Management

  • Housing Specialist

  • HCV Program Management

  • Voucher NSPIRE


Knowledge, Skills, and Abilities (Entry Level)
  • Proficient knowledge of HUD regulations applicable to public housing authorities, housing, and community development organizations, and related programs, including but not limited to, Housing Choice Voucher Homeownership
  • Proficient knowledge of the principles, practices, methods, and procedures of organizational management.
  • Proficient knowledge of local, state, and federal laws and regulations governing housing and other business operations Proficient knowledge of HUD reporting requirements, data systems, and electronic information.
  • Good knowledge of the principles, practices, and methods of research.
  • Ability to develop strategic plans for compliance operation requirements.
  • Ability to read, comprehend, analyze, and validate complex data, to assess data integrity, and to evaluate compliance with established rules, guidelines, and requirements. Ability to prepare reports containing findings of fact, conclusions, and recommendations
  • Ability to maintain professional competence in business process principles and techniques.
  • Ability to communicate complex concepts in a simple form to cross-functional departments or teams. Ability to provide technical assistance and support for complex projects, problems, and strategies.
  • Ability to establish and maintain effective working relationships with employees, public officials, contractors, and other professionals.
  • Knowledge of organizational and management practices and principles as applied to the analysis and evaluation of programs, projects and operational needs.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
  • Knowledge of best practices in federal funding administration, including analysis, budget tracking and reporting.
