Deputy Constituency Director, Nee Soon South CO

[What the role is]

Partnering with the Constituency Director as the Constituency Master Planner to co-lead the planning, coordinating and implementing community initiatives to build social capital and strengthen People-Government-People connectivity. The role drives ground-level engagement across Grassroots Organisations (GROs), Community Centres/Clubs, and Residents' Committee/Network Centres, ensuring that residents are well-served and that the constituency is a cohesive and harmonious community. Through close collaboration with Grassroots Leaders, volunteers, and community partners, the DCD plays a pivotal role in advancing PA's mission of sparking and nurturing community participation for a caring and united Singapore.

[What you will be working on]

•            Co-lead constituency planning and GRO development

Formulate, implement, and review annual constituency workplans and GRO development plans in partnership with the Adviser and key Grassroots Leaders in aligning GROs and community partners to national and PA objectives so as to achieve a liveable and harmonious neighbourhood.

•            Guide and develop Grassroots Leaders and volunteers

Facilitate, motivate, and coach GRLs and GROs in their roles as community builders, and coordinate the recruitment, training, appointment, and renewal of grassroots volunteers to sustain an effective and diverse volunteer pool.

•            Drive community outreach and engagement

Supervise the planning and implementation of community programmes spanning Wellness, Emergency Preparedness, Community Sports, Integration, Family Life, and Youth to widen outreach and deepen resident engagement.

•            Strengthen Government-to-People-to-Government communications

Guide GROs in communicating government policies to residents, gather and analyse ground sentiments, and channel feedback to relevant agencies to support timely and effective policy communication and community sensing.

•            Provide thought leadership for GRO governance meetings

Facilitate monthly Citizens' Consultative Committee (CCC) and Community Centre/Club Management Committee (CCMC) meetings, providing direction aligned with national and PA objectives to ensure effective governance and community ownership.

•            Oversee constituency administration and financial governance

Supervise the overall administration of the Constituency Office and oversee proper accounting and cash management of GROs and their sub-committees in compliance with PA Financial Rules and Regulations.

•            Build community partnerships and networks

Establish and strengthen partnerships with community stakeholders including Voluntary Welfare Organisations, Merchant Associations, and religious organisations to expand PA's community network and co-create resident-centric programmes.

•            Supervise and develop CO staff

Lead and motivate staff in the Constituency Office to ensure optimal manpower deployment and delivery of quality services in support of constituency and organisational objectives.

[What we are looking for]

• Experience - At least 3–5 years of experience in community development, grassroots work, social services, or a people-related field, with at least 2–3 years in a supervisory or managerial capacity

• Skills -

Strong community engagement and ground-sensing capabilities Ability to facilitate dialogue and build consensus among diverse stakeholders including GRLs, residents, and government agencies Sound understanding of government policies and the ability to translate them into accessible community communications Good supervisory and people management skills, with the ability to coach and motivate staff and volunteers Competent in planning, organising, and managing multiple programmes concurrently Demonstrated resilience and adaptability in managing competing priorities and changing ground conditions, with a results-oriented approach to programme delivery (newly added)

• Nice-to-have - Proficiency in a second language (Malay, Tamil, or a Chinese dialect) to engage residents from diverse backgrounds where operationally relevant
