Under general direction of assigned supervisor, develops and generates creative multimedia content for a variety of platforms that include cablecast, web, social media and print.

CLASS CHARACTERISTICS

The Media Production Technician coordinates visual and auditory city-wide communications activities and production services related to both recorded and live media coverage. Operates video and still cameras, edits video and photos, provides writing services, and performs related production functions. May appear on-camera in supportive of hosting needs.

Note:  This is an at-will, part-time position without benefits.  Positions may end at any time, and there is no guarantee of hours.  Work hours for part-time positions are scheduled based on operational need and typically do not exceed 1,000 hours in a fiscal year from July 1 through June 30, unless further authorized. Incumbents may be required to work a flexible schedule, including some evenings, holidays, weekends, and split-shifts.

  • Script, record, and edit commercials and monitor the televising of live government meetings and event; script, record, and edit long format television shows; photograph various content.
  • Coordinate production services related to both taped and live telecasts, video programs, and training films. 
  • Set up, operate and maintain studio, production facilities, and field production elements and equipment including scheduling and staffing, television cameras, video records, microphones, lights and graphic equipment; performs video production activities for gatherings, council meetings, and other governmental events.
  • Direct program production from original concept to completed project; attend and participate in various meetings to ensure the completion of all necessary production tasks; communicate with other city departments teams to help create a cohesive product for the City.
  • Assist with special events and ensure proper public awareness of City programs through video documentation.
  • Research, recommend, and implement new equipment and technologies. 
  • Perform other duties as assigned.
KNOWLEDGE OF
  • All phases of television production, including live and taped cable-casting. 
  • Technologies and advances in both analog and digital video formats.
  • Non-linear video editing, including single and multi-source.
  • Electronics of sound equipment including audio mixing consoles, digital records, amplifiers, video monitors, still and video cameras, sound equipment, and broadcast switchers and related studio equipment
  • Audio equipment and television program creation, development and production.
  • Methods and procedures used in the operation of sound equipment.
  • Maintenance and troubleshooting for all assigned equipment.
  • Social media live streaming methods
  • On-camera hosting techniques and voice over recordings. 
  • City policies and procedures

ABILITY TO
  • Plan, direct, script, edit, and produce live and tape video programing.
  • Work flexible hours, week-ends and holidays to document various civic events.
  • Operate sophisticated television equipment including cameras, lights, video recorders, microphones, and graphic equipment. 
  • Prepare reports and communicate effectively, both orally and in writing.
  • Maintain effective working relationships with supervisors, fellow employees and the public. 
  • Operate personal computers and related software.
  • Time and general project management.
  • Follow oral and written instructions

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.   A typical way to obtain the required qualifications would be:

High school graduation or satisfactory equivalent (GED). An Associate’s Degree from an accredited college or university in communications, journalism, television production or a closely related field is preferred. Three (3) years of experience in professional media production.

LICENSES AND CERTIFICATIONS
  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
Perform some physical work requiring moderate strength in order to set up a facility such as setting up chairs, basic sound equipment, and/or transport video equipment weighing up to 50 pounds; bending, stretching, reaching, twisting, kneeling, squatting, walking on uneven and slippery surfaces, and ascending and descending stairs; walking, standing and sitting for extended periods of time; working mainly in a small dark recording studio and occasionally outside; ability to see well enough to read documents and view monitors and video equipment for extended periods of time; the ability to hear and distinguish various sounds; ability to speak well enough to be understood over the telephone and in-person; and hand and finger dexterity sufficient to operate small buttons and dials on video equipment for extended periods of time.
