Description

This is an advanced professional library position with supervisory and managerial responsibility in a variety of library operations.  Employees in this class are responsible for overseeing the operations of a specialized library department or facility.  Responsibilities require supervising staff, implementing collection development policy, providing staff development and training.  Position will require a variety of administrative duties.   General supervision is received from a higher-level administrator who reviews work for achievement of desired goals and objectives. Must be able to work nights and weekends.(The duties listed below are the normal duties and responsibilities of this position.   The omission of specific statements related to the duties and responsibilities of this position does not exclude them if the work is similar, related or reasonable within the scope of the position.)
  • Serves as Manager of the department or services assigned.
  • Supervises and assumes responsibility for the operations and library facility.
  • Supervises staff.
  • Implements collection development policy.
  • Provides reference services to individuals of all age groups.
  • Provides classes to the community.
  • Plans, assigns and reviews the work of subordinate library staff engaged in a variety of library operations.
  • Provides staff development and training of supervised professionals, para-professionals, clerical, technical and promotional services.
  • Assists the public with the continuous familiarization of library resources and digital media.
  • Maintains websites and social media in the promotion of library programming and cultural events.
  • Creates presentations and delivers them to library groups, community agencies, and City officials as necessary.
  • Ability to reconfigure spaces in order to create various environment based on programing needs.
  • Performs related lower level work as required.
  • Master’s degree in Library Science or related program from an ALA accredited graduate school.
  • Three years of library experience in library service.
PREFERRED:
  • Graduate degree from ALA accredited MLS or MLIS program or related program
  • Experience of three years or more in post-graduate work in public library services.
  • Thorough knowledge of library principles, methods materials and practices.
  • Knowledge of library reference materials and tools of research.
  • Considerable knowledge of supervisory principles and practices.
  • Knowledge of library automation systems and applications.
  • Knowledge of cataloging principles and practices.
  • Thorough knowledge of customer service and public relations principles and techniques.
  • Considerable knowledge of library department policies and procedures.
  • Considerable knowledge of digital library services and educational process to create, deliver and supervise innovative programming with excellent educational and economic impact.
  • Ability to make independent decisions concerning personnel, facility or patron problems.
  • Ability to maintain fiscal and administrative records and prepare reports.
  • Ability to effectively express ideas and information, verbally and in writing.
  • Ability to create and deliver presentations to the community and to the City administration and commission as needed. 
  • Ability to plan, organize and direct the work of professional and para-professional and support staff.
  • Physical strength and agility sufficient to perform assigned duties and lifting up to 25 lbs.
  • Must have the use of sensory skills to effectively communicate and interact with other employees and the public using a telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear. 
  • Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, and copier.  
  • Work is predominately indoors with some outreach and outdoor programming.  
  • May involve some lifting, carrying, pushing and/or pulling of up to 25 pounds.  
  • May involve extended periods of time sedentary work at a desk and or extensive periods of standing and walking.
  • Ability to handle multiple projects simultaneously and use good judgment in prioritizing work assignments, including the ability to ensure accurate and efficient completion of assignments.
