Description:
Group Operations and Technology (O&T) provides IT and backroom support across the Bank's business such as Group Consumer Financial Services, Group Corporate Banking, Global Treasury, and corporate functions, e.g., Group Risk Management, Group Finance, and Group Human Resources. It supports regional operations and drives resilience, service quality, productivity, and responsible technology adoption across Singapore, Malaysia, and other markets.
Group O&T Risk & Prevention (R&P) provides independent risk governance, oversight, and advisory support to Group Operations & Technology. The team promotes a strong risk and compliance culture, supports effective implementation of operational risk and regulatory requirements, and oversees the identification, escalation, and timely resolution of key risks and control issues.
Role Description:
An opportunity to take on a high-impact regional role at the centre of Risk & Prevention governance. The Regional GO&T Risk Manager will help shape a consistent, practical operating model across entities, bringing together Group requirements, local priorities and emerging operations, technology and third-party risk themes into one clear regional view. This role will directly influence how risk governance is strengthened across the rion. Working closely with the Head, Governance and Third-Party Risks, and local R&P teams, the role will turn complex risk information into decision-ready insights, drive timely escalation and closure, and support stronger, more consistent execution across the region. This role is suitable for a collaborative risk professional who enjoys influencing across countries, improving governance discipline and helping senior stakeholders make confident, well-informed decisions.
Duties and Responsibilities:
Lead the regional R&P governance framework, including governance forums, meeting cadence, reporting standards and action tracking across entities.
Partner with the Head, Governance and Third-Party Risk to convert risk priorities, technical assessments, control challenges and regulatory themes into coordinated regional actions with clear owners, milestones and closure criteria.
Maintain a consolidated regional view of material risks, control gaps, audit and regulatory issues, incidents, risk acceptances, overdue actions and emerging themes across R&P.
Drive consistent application of Group policies, standards, methodologies and minimum control expectations across entities, while ensuring justified local regulatory variations are documented, approved and visible.
Coordinate regional implementation across local R&P teams, identify dependencies or execution gaps, and facilitate resolution without displacing local accountability.
Provide governance challenge on the quality of risk ratings, remediation plans, target dates, management information and closure evidence; refer specialist risk questions to the respective Head for Operations, Technology or Third-Party Risk.
Prepare concise, decision-oriented materials for regional and Group governance forums, clearly setting out risk impact, cross-entity implications, options, recommendations and matters requiring escalation.
Monitor implementation of decisions and commitments arising from risk assessments, audits, regulatory reviews and governance forums, and drive timely, sustainable closure.
Identify systemic or recurring themes across entities and work with the Head, Governance and Third-Party Risk and relevant stakeholders to define common responses, standards, tooling or uplift programmes.
Coordinate regional R&P input to audits, regulatory reviews and inspections, ensuring consistency of submissions, transparency of status and appropriate engagement of the Head for Operations, Technology, or Third-Party Risk for technical matters.
Establish regional communities of practice and deliver guidance, coaching and knowledge sharing to strengthen governance discipline, risk judgement, executive reporting and issue management.
Support the Head, R&P with regional risk insights, governance effectiveness assessments and recommendations to improve risk culture and execution.

Pre-requisites (Knowledge / Experience / Skills):
Strong experience in risk governance, operational risk, technology risk, compliance, audit, controls or a related discipline within a regulated, multi-entity environment.
Demonstrated ability to design and run governance forums, consolidate risk information, challenge remediation, manage escalation and produce senior management reporting.
Good understanding of third-party risk, operation risk, and technology-risk concepts and regulatory expectations, with the judgement to distinguish governance matters from those requiring specialist technical assessment.
Experience coordinating across countries, legal entities and functions, and influencing stakeholders without relying solely on formal authority.
Experience supporting internal or external audits and regulatory reviews, including action tracking and closure governance.
Strong analytical capability and experience with dashboards, risk indicators, trend analysis and management information.
Excellent written and verbal communication, with the ability to articulate complex issues in clear business and risk terms.
Ability to work closely with the respective Head in R&P and local R&P leaders while maintaining clear accountabilities and constructive, independent challenge.
Comfortable operating in ambiguity, connecting themes across multiple sources and bringing practical structure to complex risk and governance topics.
