Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in the Department of Health and Human Services, Family Services.

Non-Merit positions within the Baltimore County Government Classification and Compensation Plan.

Under general supervision, plans, coordinates, and manages behavioral health initiatives and services with the Family Services Division. The Behavioral Health Analyst participates in program development, systems coordination, policy implementation, and quality assurance activities. The position also provides clinical consultation and guidance to staff and multidisciplinary teams serving individuals and families with behavioral health needs.

Work involves coordinating behavioral health services across programs, strengthening system collaboration with community providers, and supporting staff in addressing complex mental health, substance use, child safety, and trauma-related concerns. 

EXAMPLES OF DUTIES:

  • Analyze service delivery systems, and identify opportunities to improve behavioral health access, coordination, and outcomes to children with behavioral health needs.
  • Develops, implements, and evaluates behavioral health initiatives designed to improve service delivery and outcomes.
  • Provides clinical consultation to staff regarding behavioral health issues affecting clients and families.
  • Assists staff in identifying appropriate behavioral health interventions, treatment referrals, and service coordination strategies.
  • Reviews complex cases and provides recommendations related to behavioral health assessment, treatment planning, and service engagement.
  • Collaborates with community behavioral health providers, healthcare systems, schools, and other agencies to coordinate services.
  • Participates in multidisciplinary teams to address complex behavioral health concerns.
  • Assists in the development and implementation of policies, procedures, and program standards related to behavioral health services.
  • Promotes trauma-informed and culturally responsive service practices across programs.
  • Monitors program performance and behavioral health service outcomes using available data and reporting tools.
  • Assists in quality assurance and compliance monitoring to ensure adherence to policies and professional standards.
  • Provides training, guidance, and professional development to staff on behavioral health topics and best practices.
  • May assist with crisis consultation and coordination with emergency or behavioral health response services.
  • Analyze data to monitor program outcomes and behavioral health service utilization to identify trends and gaps of service.
  • Prepares final reports, recommendations, and other informational resources for the improvement of a program or unit. 
  • Performs other related duties as assigned. 

Required Education and Experience
Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education.
Plus
Four years' experience rendering professional social work services.

Education beyond a master's degree from an accredited college or university in the field of social work may be substituted on a year-for year basis, up to a maximum of two years for the required experience.

  • Ability to build collaborative relationships with community partners and service providers.
  • Ability to analyze program data, prepare, and present reports and program documentation.
  • Ability to interpret and apply policies, regulations, and professional standards.
  • Ability to communicate effectively with multidisciplinary teams and demonstrate effective problem-solving skills.
Licenses or Certificates
Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application.

Positions require possession of a LCSW-Clinical license issued by the Maryland State Board of Social Work Examiners at the time of application.

Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for positions at the time of appointment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Physical and Environmental Conditions
Position is essentially sedentary with occasional walking, lifting, or other restricted physical activities. Positions may require traveling between work sites.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
