SUMMARY: Prepares and submits, monitors, all budgets of the programs & the facility to ensuring a line item balance; with on-time fund proposals to the education of commissioners. In partnership with Omaha Nation Public School.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Prepare and submits facility budget to grantee and Policy Council.
  • Prepare submits required monthly, quarterly, and annual reports for the Head Start. Reports in a narrative and statistic form describing program accomplishments and obstacles to achieving programs objectives.
  • Supervises and coordinates the activities of the Head Start.
  • Interviews and recommends hiring of teaching and service staff to Parent Policy Council (PPC).
  • Confers with teaching staff regarding facility activities, policies, and enrollment procedures.
  • Assigns, reviews, and evaluates activities of the Head Start coordination and support staff.
  • Establishes performance measures; reviews work to monitor attainment of measures; sees that the Federal Performance Standards are met by Coordinators and staff.
  • Reviews and monitors program activities to assure that all applicable federal mandates are complied with the Personnel.
  • Prepares and revises budgets for the program. As will as reviews and monitors program transaction in terms of financial expenditures for compliance with approved program objectives.
  • Work with the local public school district in developing and maintaining a working cooperative and effective relationship for the sharing of certified teachers and related services between the district and the head start program.
  • Authorizes purchased of instructional materials and teaching aids such as books, toys, and games designed to stimulate learning.
  • Oversees and assures that all building and facilities use by the Head Start are in good repair.
  • Confers with teaching staff regarding child's behavioral or learning problems, and recommends methods of modifying inappropriate behavior and encouraging learning experience.
  • Plans, organizes, and supervises all Head Start special and summer projects.
  • Supervises, schedules, and periodically conducts in-service training for the Head Start Staff.
  • Reviews and approves menu plans and food purchases.
  • Arranges medical attention for ill or injured child in accordance with parental instructions.
  • Assist in classroom as needed.
  • Prepares annual proposals to applicable government agencies.
  • Prepares and submits appropriate proposals and reports to program boards and committees, tribal officials, and federal agencies to meet established goals and objectives for program to comply with overall goals and objectives.
  • Ensures that all financial reports are prepared on a timely basis to include: H/S Quarterly and annual reports; P/S Quarterly and annual reports; P/S Bi-monthly program reports.
  • Ensures that program is meeting stated objectives.
  • Supervises and evaluates job performance of all staff directly supervised.
  • Supervises and coordinates program planning, development, design and implementation.
  • Develops and implements a plan for coordination of early childhood needs on the reservation.
  • Communicates with organizations and agencies external to Omaha Tribe to promote the Head Start within school systems and communities.
  • Manages one subordinate supervisor who supervises a total of seven employees. Is responsible for the overall direction, coordination, and evaluation of this unit.
  • Carries out supervisory responsibility in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning; assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Performs other duties as assigned.

 

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE:

  • Bachelors Degree from an accredited college or university AND experience in supervision of staff, fiscal management, and administration.

CERTIFICATES, LICENCES AND REGISTRATION:

  • Must have a valid Nebraska Driver's license and be insurable.
  • Must have CPR and First Aid.
  • Must have an Early Childhood endorsement or CDA Certificate; or willing to obtain within (1) year of employment.
  • Must pass pre-employment background check, Central registry check, and drug test

 

 

KNOWLEDGE, SKILLS, and ABILITIES:

  • Mechanical aptitude installing and repairing applicable utility equipment;
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedures manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to calculate figures and amount such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variable in standardized situations.
