Description
Reports to: Public Works ManagerThe functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Participates in pre-construction development of plans and specifications by reviewing construction plans, attending pre-construction meetings, and assisting in developing construction specifications.
- Observes work during progress and upon completion; recommend progress payments.
- Coordinates frequently with contractors during construction projects.
- Provides daily oversight of active construction projects.
- Confers with developers, contractors, superintendents, inspectors, and owners; ensures that safety procedures are followed.
- Advises contractors of changes in plans and variances; works out conflicts.
- Coordinates work and interacts with other city departments and outside agencies.
- Prepares detailed documentation of construction progress and inspection; prepares various reports on daily operations and activities.
- Maintains records including logbooks, project folders, and As-Build drawings.
- Performs stormwater infrastructure inspections; collects water samples for analysis as necessary.
- Inspects traffic signal construction and installation.
- Assists with erosion control, storm water quality and drainage issues and complaints.
- Reviews sub-base roll for new streets, inspects stone base, curbs, and asphalt placement.
- Responds to citizen inquiries/complaints regarding public works and development projects.
- Participates in the annual inspection of stormwater systems as required by MS4.
- Serves on call for after-hours project-related issues.
- Performs other related duties as required.
Associate’s degree in a construction related field; and three (3) years of experience in construction or inspection. An equivalent combination of training and experience that provides the required knowledge, skills, and abilities may be considered.
Additional Requirements:
Requires a valid State of Georgia Driver’s License with an acceptable driving history.Leadership:
Has guidelines for work but determines the approach.
Complexity:
Performs technical or trades-based work that requires a solid understanding of basic algebra and statistics. Some of the tasks performed include participating in data collection and detailed analysis; reporting on the accomplishment of specific departmental goals and tasks.

Works in a responsive environment where co-workers or citizens bring problems to the employee for resolution. Is responsible for determining the problem and creating an individual solution for the issue.

- Knowledge of modern office practices, methods, equipment, and standard clerical procedures including electronic filing and records management.

- Knowledge of record keeping and filing techniques.
- Knowledge of the City's personnel policies and procedures, rules and regulations, operational instructions and pay plan.
- Knowledge and understanding of federal laws pertaining to employment and personnel practices, including Americans with Disabilities Act, Family Medical Leave Act; Equal Employment Opportunities Commission requirements; Sexual Harassment, Workplace Violence and Bullying, and workers’ compensation laws.
