Description

Under the supervision of Alfred University’s EH&S Assistant Director and detailed working-knowledge of the practices and principles of EH&S missions for all Alfred University Schools and Colleges. The EH&S Coordinator assures that Alfred University maintains compliance with all Local, State and Federal Environmental Safety regulations. Also, the EH&S Coordinator serves as primary representative/liaison to a variety of external entities including Federal, State, and Local Agencies contractors, suppliers, and various nonprofit, educational, government, and community entities in relations to fire/environmental health and safety. The EH&S Coordinator leads various internal organizational teams that implement Alfred University’s EH&S policies and goals.  

This position/title is covered by the CSEA, Local 749 union contract. The successful candidate will be a member of the CSEA, Local 749 bargaining union. 

Essential Functions 
  • With or without reasonable accommodations the incumbent must be able to read, write and speak the English language at the college level, be capable of performing sometimes complex mathematical calculations, statistical calculations and other higher mathematical operations, must be able to communicate with all levels of the institution in written and spoken form. The individual must be able to work independently. The ability to maintain regular and prompt attendance is essential to the successful performance of the position. Other essential functions may be required.
  • Implements the strategy for Fire/ Environmental, Health and Safety initiatives. Proactively address EH&S related issues by creating or updating polices to address same.
  • Facilitate Fire and Safety planning and coordination with routine and scheduled inspections and evaluations of university facilities and grounds including residence halls, work areas, labs, classrooms, equipment, practices etc., to identify potential fire violations, hazardous practices or biological, chemical and radiological materials and the collection of samples of same for analysis or testing. Following inspections, the EH&S Coordinator makes recommendations to the appropriate University authorities to reinforce fire/ safety behaviors or correct noted deficiencies.
  • Ensures that all fire and life safety systems and related equipment are fully functional and code compliant. He/she will ensure that fire drills are conducted, as required, participating in drill execution as needed, identifying and addressing potential or actual weaknesses in response time.
  • Develops, maintains and implements all Fire Safety Plans and Emergency Action Plans, including building specific fire drill and evacuation procedures and Building Information Cards, in accordance with the NYS Fire Prevention Code. He/ she will also maintain all fire records and logs as required by relevant codes.
  • Independently design and deliver—both in person and asynchronously—safety training programs to prevent injury or disease caused by non-compliant practices concerning fire, chemical, physical and biological agents. Actively promotes the proper use of personal protective equipment in said training to minimize workplace injuries. As required, update current safety training programs to reflect changes in code or governing regulations. Maintain EH&S training calendar with emphasis on Fire Protection, health services, residence halls, facility services, science labs, engineering labs, art and photography studios. Maintain filing systems regarding worker training and safety.
  • Assist in preparing reports (e.g.: department annual reports, etc.). Maintain all required DEC, EPA DOL and PESH records.
  • Serve as assistant to the campus Chemical Hygiene Officer in coordinating hazardous, chemical and universal waste disposal, ensuring all such activities are performed in a manner fully compliant with governing codes, laws and regulations. Process and maintain RCRA certification and sign hazardous material manifests as directed on behalf of the University.
  • Develop and maintain productive relationships with local, police, fire, Hazmat, OSHA, EPA, etc. professionals to facilitate required response to a request for assistance. Responds to all building fire alarms and emergencies while on duty and is the secondary interface with the NYS Fire Marshal.
  • Provide daily guidance and direction in Fire & Environmental Safety programs at the employee/ supervisor level to ensure a common and effective approach across campus.
  • Work with Alfred University’s Facility Directors to ensure that contractor personnel working on the property are in compliance with all policies NYS Fire code and safety requirements.
  • Ensure inspections by regulatory agencies and University Worker’s Compensation and General Liability Carriers are coordinated and deficiencies minimized and corrected. Maintain all logs and documentation associated with permits and regulatory requirements.
  • Assist with maintaining the Site Preparedness and Emergency Plans & Procedures. Participate with Emergency Response Team and comply with Alfred University policies and procedures.
  • Accountable for researching and writing permit applications and be compliant in completing permit reporting requirements.
  • Review accidents and incidents which occur in the area of responsibility and conduct field audits, reporting and managing the corrective actions. Timely address employee input regarding EH&S related issues.
  • Assist with and, as necessary, coordinates the sending of NY Alert notifications and administer account users.
  • Understand the chemicals and any/all potential safety and environmental hazards used/present at Alfred University, take steps to reduce the use of problematic chemicals and to mitigate any potential safety and environmental health hazards.
  • Maintain program management systems to ensure that Alfred University’s various Environmental Health certifications, accreditations, and compliance efforts are developed and continuously improved.
  • Provide technical expertise and support on regulatory compliance issues in Fire Protection/Safety and Environmental Health.
  • Provide service to university by actively participating in committees that may be assigned.
  • Maintains a safe working environment within and around their facilities and associated equipment and supplies including, but limited to, obtaining Safety Data Sheet (SDS) information pertaining to any hazards associated with their work environment.
  • Safety: Participate in safety training and comply with safety rules, regulations, and protocols.
  • Perform additional duties and assist with special projects assigned.
Other Duties & Responsibilities
  • Working hours are not confined to weekdays but, may on occasion include evenings and weekends.
  • Required to provide 24-hour emergency support as needed. The EH&S Coordinator serves as a member of the campus emergency response team. The appointee will be required to perform other job-related duties required by their supervisor.

Qualifications – Education & Experience, Knowledge, Skills & Abilities
  • Formal Education: Bachelor’s degree in Environmental Science, Chemistry, Biology, Safety & Health, EH&S Management, or equivalent experience required.
  • Experience: Minimum of five years of experience within the Environmental, Health and Safety functions & NYS Fire Codes. Preferred certifications include; RCRA Hazardous Waste Management/ Hazmat & Waste Ground Shipper (DOT) and HAZWOPER 24-Hour Course/ GHS Hazardous Communication.
  • Demonstrated abilities to both work collaboratively and to influence those with whom no formal hierarchical relationship exists.
  • Demonstrated proficiency with office automation/communication software and tools.
  • Detailed working knowledge of NYS Fire Codes, N.F.P.A., U.S.E.P.A., U.S.O.S.H.A., N.Y.S.D.E.C., AND N.Y.S.D.O.L rules and regulations.
  • Highly effective written and verbal communication skills that can be used with people of various backgrounds, experience, and education levels.
  • Demonstrated highly effective platform presentation skills and training delivery skills.
  • Demonstrated the ability to create EH&S training programs.
Compensation:  $22.25 to $23.54 per hour, 40 hour job

Personal Protective Equipment must be worn when required.  A respiratory function test and the ability to use respirators may be required.  Stairs and uneven surfaces may be present; artificial lifts, etc. may or may not be available.  The position may require the incumbent to walk outdoors in all types of weather to other buildings or offices located on the campus.  The Campus is located in an area that contains numerous hills and slopes and may not always be fully accessible for mobility impaired individuals.
