Provision of safe, reliable and efficient operation of Nitrogen and Compressed Air Production Units, auxiliary equipment. Prevention of disturbances of technological processes.
Provision of hydrogen supply to the Customer within the framework of concluded agreements (quality, volume, name).
Provision of safe, reliable and efficient operation of Hydrogen Production and Recovery Units, auxiliary equipment. Prevention of disturbances of technological processes.
Management of production teams of Hydrogen Production and Recovery Units (training, mentoring, advanced training, etc.). Providing compliance with safety requirements by process teams in daily operations.
2.1.The duties of the Employee include:
2.1.1. The Plant Engineer is multi-skilled; trained in operations, maintenance, and engineering.
The Plant Engineer works independently and autonomously (including during call-out situations), operates the plant independently, makes decisions regarding (deviations in) the production process, partly related to safety, environment and technology. He acts as a conversation partner for stakeholders (customer, government, contractors). He gives directions/instructions to and takes corrective action towards colleagues and external parties. He consults with the customer's emergency response organization in the event of calamities.
The Plant Engineer independently manages short and long-term maintenance plans. Depending on the nature and scope of incidents (malfunctions, delivery problems, ...), he takes corrective actions himself, informs customers and/or suppliers and/or scales these up according to the applicable procedures.
2.1.2. The Plant Engineer will be assigned to one or more additional responsibilities which are categorized as:
- Process Control initiating and executing/supervising projects including budget preparation and management to improve plant automation based on the SIO and ADAPT philosophy
- Process Engineering initiating and executing/supervising projects including budget preparation and management to improve short and long term efficiency/reliability of the installation
- Training design of internal training materials for (new) colleagues
- Risk Management leading EIS management, preparing internal and external audits in this area
- Management of Change responsible for the "management of change" procedure, including Document Management
- Safety safety champion, management of safety management system, managing applicable certifications (ISO 9001, ISO 14001, ISO 50001)
- Environment emission reporting and verification, drawing up environmental reports, waste
2.1.3. specifications
Supervising and monitoring the production process:
- starting up/shutting down equipment and/or parts of the production process in accordance with procedures drawn up for this purpose, for example as a result of malfunctions, deciding whether or not to manually take over the installation during a call-out situation;
- monitoring the progress and quality of the production process based on (central) measurement and control equipment and by conducting control rounds, operating and adjusting various (peripheral) equipment, setting/adjusting the process parameters, analyzing problems in the production process and intervening and taking corrective actions in case of disturbances;
- monitoring and following up on established production planning and loadings, energy quotas and providing data to the ROCC required for gas and electricity nominations, responding to changed circumstances on the network (supply and demand);
- coordinating and collaborating with fellow plant engineers (in day shift for specifics and adjustments to equipment and production process), site manager (progress and quality of production process), employees in other departments/sites (actual information exchange) and contractors (direction, work permits);
- performing additional work that is important for realizing efficiency and quality requirements and/or order and neatness on the site;
- ensuring neatness and compliance with company and safety regulations, checking work delivered by third parties.
2.1.4. Optimization and safeguarding of production processes:
- releasing installations (lock-out, tag-out and try-out procedures, etc.) by issuing work permits and special permits, informing mechanics (also from third parties) about applicable safety regulations and procedures, guiding external mechanics to the workplace and procedural acceptance of work performed by mechanics/contractors;
- acting as site coordinator during calamities for emergency services and for the Port of Moerdijk;
- performing checks (chemical, physical) to determine the quality of (intermediate) product in relation to the set production specifications and in relation to the process values according to the applicable procedures;
- reporting the (technical) condition of the installation (parts), signaling (potential) defects based on own insight into the 'behavior' of the installations;
- reviewing and implementing recommendations from comparable installations;
- contributing knowledge and experience in working groups, ad-hoc project groups and TARs, keeping up-to-date or drawing up procedures, work instructions, training documentation, etc.
2.1.5. Safety of people, process and installations:
- giving safety instructions to contractors and ensuring that the instructions are understood by the contractors;
- ensuring and guaranteeing that work can be performed safely, by determining the conditions, securing equipment, and other possible measures to be taken,
- drawing up correct work permits and signing and ensuring that work permits are correctly filled in and signed before work begins;
- monitoring compliance by contractors with safety instructions/procedures, the requirements set out in the work permit and regulations, reporting deviations, incidents and recording actions taken, bypasses placed, etc.;
- handling safety-critical elements (EIS) according to procedure;
- in the event of calamities, ensuring that the functions and tasks defined in the Business Emergency Plan are correctly filled in and executed; also in case of calamities (when the customer's emergency response organization is present earlier), conducting consultations, providing information and instruction regarding the installation from home or on site (incident coordinator)
- ensuring and monitoring the proper functioning of the monitoring systems
- applying the applicable environmental procedures, including waste collection and spill instructions;
- monitoring the environmental requirements set for contractors and own personnel during work in the plant, as well as "good housekeeping" after completion of the work.
2.1.6. Managing maintenance installations:
- Supervising standard 1st line maintenance, (dis)assembling and replacing parts such as gaskets, pumps, instrumentation, etc.;
- inspecting the (technical) condition of the installation (parts);
- coordinating (and possibly performing) work regarding order and neatness;
- signaling (potential) defects based on the 'behavior' of the installations;
- performing preventive maintenance, standard (emergency) repairs and maintenance in case of malfunctions, in both mechanical, electrical and instrumentation areas of the production installations;
- guaranteeing safe delivery of installations or parts thereof for maintenance, inspection or other work;
- preparing and coordinating TAR activities, being the contact person between local teams and the TAR team;
- verifying and ensuring a safe re-commissioning or start-up of the installation after maintenance, inspection, trip/calamity or other work, including root cause analysis;
- initiating work requests and supporting maintenance or third parties during the preparation for or during technical work to create and guarantee a safe work situation;
- managing, implementing, executing and improving preventive maintenance plans and supporting processes within the maintenance organization;
- using and managing the maintenance information system as well as managing the technical documentation system;
- managing existing contracts for local maintenance services in collaboration with Procurement and being the contact person for national or European maintenance service contracts.
2.1.7. Progress information and registration:
- maintaining (digital) log sheets; recording values, deviations and particulars during the shift in the context of Production, Safety, Health and Environment;
- handing over/taking over the shift, exchanging information about the status quo of the installation(s) and the network, participating in site meetings and contributing current developments and findings, recording agreements as desired;
2.1.8. Customer contact and follow-up on supply and demand:
- ensuring delivery to customers according to the production and withdrawal planning as indicated by the ROCC; keeping informed of daily/special instructions;
- timely responding to changed circumstances in supply and demand and anticipating developments and questions from customers; reporting the need for more/less energy;
- communicating (via telephone, e-mail or other means) with the ROCC (and if necessary with customers on site)
2.2. Personally comply with all corporate safety & compliance standards
2.3. Comply with the orders management, both oral and written, in the framework of its competence.
2.4. Apply the requirements of the Air Liquide Group in Kazakhstan regarding the implementation of the procurement process.
2.5. The employee may be temporarily assigned additional functional duties within his competence and qualification on prior written agreement with him.
2.5. Air Liquide and contractor employees shall be directed to:
- report unsafe situations,
- stop work in case of an actual or suspected danger for safety or the environment,
- stop others in case of an actual or suspected danger for safety or the environment,
- suggest safety improvements.
