About the Role:
Leads and coordinates department-wide efforts to improve community health outcomes in Linn County through data-driven planning, performance management, quality improvement, accreditation readiness, workforce development, strategic partnerships, and community engagement. Mobilizes community health assessment data, research, evaluation, reports, and performance measures to identify health priorities, reduce barriers, inform evidence-based interventions, and guide organizational decision-making. Facilitates the development, implementation, monitoring, and revision of strategic plans, performance measures, workforce development initiatives, communication strategies, training activities, and cross-sector partnerships that support access to essential public health services and advance measurable improvements in the health status of Linn County residents.
  • Leads the administration of the department's Public Health Performance Management System, including the development, monitoring, and reporting of organizational performance measures, key performance indicators, and quality improvement initiatives. Collaborates with department branches to develop and monitor Key Performance Indicators for objectives established to improve health outcomes in Linn County.  
  • Mobilizes data, research, evaluation and performance measures to identify community health priorities, reduce disparities and inform evidence-based interventions.
  • Prepares and presents reports and recommendations to department management, the Board of Health, Board of Supervisors, and other stakeholders.  
  • Reviews community health assessment data, reports and performance metrics to highlight deficiencies in population subgroups, and develops strategies to address them.  
  • Develops key principles, policies, and resources for collecting, analyzing, reporting, and disseminating population health data to inform decision-making and action.
  • Manages the Public Health Accreditation Board (PHAB) accreditation activities, process, and schedule, including documentation management, accreditation readiness, site visit preparation, and continuous quality improvement efforts.
  • Oversees the development, implementation, monitoring, and periodic revision of the department's strategic plan in collaboration with leadership, staff, community partners, and governing entities.
  • Oversees the department’s workforce development initiative, including workforce assessment, training plans, succession planning activities, leadership development, and evaluation of workforce development outcomes. Conducts department activities in conjunction with LC Human Resources to accomplish organizational and work culture goals. 
  • Works closely with all programmatic and administrative teams to develop programming that meets the specific community health needs of Linn County.   
  • Develops consistent communication and feedback mechanisms to ensure LCPH is able to identify, discuss, and address issues impacting community members, partner organizations and staff.  
  • Partners with LCPH communications staff to communicate LCPH commitment, practices, accomplishments, and learnings regarding community health. 
  • Develops and facilitates internal and external training sessions for community groups to educate on achieving healthy outcomes for all. 
  • Facilitates LCPH’s relationships and collaborations with external partners and stakeholders, including other government agencies, to build community capacity in advancing community solutions towards achieving healthy outcomes.  
  • Develops metrics and ensures implementation of strategies to support access to health care in Linn County. 
  • Develops and facilitates workshops on reducing barriers residents face in public health/clinical settings.  
  • Examines health issues and works with policy makers, health care providers, and communities to implement policies and programs that result in a measurable improvement in health status of Linn County populations.  
  • Identifies emerging trends in population health that could further LCPH intervention to improve overall health outcomes.
  • Develops and implements a plan with the University of Iowa College of Public Health for special studies to reduce barriers to health.   
  • Utilizes My Care Community to increase use of Linn County resources.
  • Develops and implements a plan to disseminate community health information tailored to Linn County residents.
  • Bachelor’s degree in public health, organization development, social sciences or related field required. Master’s degree in public health or a relevant field preferred. 
  • Five (5) years of experience in public health or related field with emphasis on health data research, program, and policy development.
