The MVII Expansion Project is one of the most strategically significant infrastructure investments within APM Terminals. Located at Maasvlakte II in Rotterdam, this large-scale capital project will expand an existing fully automated terminal operation and play a critical role in supporting future growth in global trade.
As Cost Engineer, you will be the single point of contact for all cost engineering activities across the project. Working closely with project controls, engineering, planning, finance, and delivery teams, you will ensure that cost forecasting, reporting, and financial performance are managed consistently and accurately throughout the project lifecycle.

Collaborate with multidisciplinary stakeholders across engineering, project controls, finance, and operations in an international environment.
Develop your expertise in large-scale capital project delivery, cost management, risk management, and project controls.
Play a key role in driving project performance through accurate forecasting, reporting, and financial governance.
Key Responsibilities
Implement and maintain project cost control, forecasting, and reporting processes throughout the project lifecycle.
Prepare, manage, and update CAPEX budgets, Estimate at Completion (EAC), Estimate to Complete (ETC), Value of Work Done (VoWD), and time-phased VoWD.
Develop and maintain accurate cost forecasts using industry-recognized cost engineering methodologies and standards.
Produce monthly cost reports and project progress summaries in line with the project reporting calendar.
Analyse cost variances, identify emerging risks, and proactively communicate potential cost issues to project leadership.
Manage project contingency and allowance allocations in accordance with APM Terminals standards.
Review project change requests, assess financial impacts, and support change management and risk management processes.
Oversee contract administration activities, purchase orders, contractor payment certifications, and contract close-out activities.
Maintain and update the project risk register, ensuring risks and financial impacts are accurately reflected.
Support the Project Controls Manager in the implementation of project controls and continuous improvement initiatives.

Degree in Engineering, Construction Management, Quantity Surveying, Project Management, Finance, or another relevant discipline.
Project management qualification or certification is preferred.
Approximately 7+ years of experience in project cost engineering, project controls, or capital project delivery environments.
Strong knowledge of cost engineering, project scheduling, risk management, change management, and project reporting practices.
Experience working with large and complex capital projects and cross-functional stakeholder groups.
Strong communication and influencing skills with the confidence to challenge and engage stakeholders at all levels.
Proficiency in Microsoft Office and related project reporting tools.
Fluent in English, both written and verbal.
Results-oriented, disciplined, hands-on, and capable of building strong working relationships across project teams.
