Position Title: SERVICE WORKER

Department: Service Department

Status: Full-Time

Classification: Non-Exempt, Hourly

Reports To: Department Superintendent and/or designated supervisor

The following duties are normal for this position. Other duties may be required, assigned, and expected commensurate with the operational needs of the City.


POSITION OVERVIEW

The Service Worker performs a variety of skilled and semi-skilled duties involving the maintenance, repair, construction, operation, and improvement of City infrastructure, facilities, equipment, utilities, and public property. Service Workers support the daily operations of the City's Streets, Water Distribution, Sanitary Sewer, Parks, and Facilities functions as assigned.


Work involves operating vehicles and equipment, performing physical labor, responding to emergencies, participating in snow and ice control operations, maintaining public infrastructure and facilities, and providing services to residents and businesses. Employees are expected to work safely, perform duties independently or as part of a team, and demonstrate professionalism while interacting with coworkers, contractors, vendors, and the public.


Service Workers may be assigned to specific departments and are expected to develop and maintain proficiency in the equipment, operations, regulations, certifications, and responsibilities associated with their assigned area.

ESSENTIAL DUTIES & RESPONSIBILITIES

Operations & Maintenance

  • Perform maintenance, repair, construction, inspection, and operational duties associated with City infrastructure, utilities, facilities, parks, equipment, and public property.
  • Assist with the installation, maintenance, repair, and replacement of infrastructure, equipment, facilities, and related systems.
  • Perform routine inspections and preventative maintenance activities.
  • Operate hand tools, power tools, equipment, vehicles, and machinery necessary to perform assigned work.
  • Perform excavation, grading, landscaping, site restoration, material handling, and general labor activities as required.
  • Assist with special projects, seasonal operations, and emergency repairs.

Equipment Operation & Maintenance

  • Operate assigned vehicles, trucks, trailers, heavy equipment, and specialized machinery safely and efficiently.
  • Conduct routine inspections, preventative maintenance, cleaning, and minor repairs on assigned equipment.
  • Identify and report equipment deficiencies, maintenance needs, and safety concerns.
  • Maintain equipment, tools, vehicles, and work areas in a clean and safe condition.


Emergency Response & Seasonal Operations

  • Participate in snow and ice control operations, including plowing, salting, equipment operation, and emergency call-out assignments.
  • Respond to after-hours emergencies, weather events, utility failures, infrastructure issues, and other operational incidents.
  • Assist other departments during emergencies, special projects, staffing needs, and operational requirements.


Safety & Regulatory Compliance

  • Follow all applicable federal, state, local, and departmental safety policies, procedures, and regulations.
  • Utilize appropriate personal protective equipment (PPE) and safety equipment.
  • Participate in required safety meetings, certifications, continuing education, and training programs.
  • Perform work in compliance with applicable environmental, operational, and regulatory requirements.


Customer Service & Teamwork

  • Interact professionally with residents, businesses, contractors, vendors, utility customers, coworkers, and other stakeholders.
  • Assist in documenting work activities, inspections, maintenance records, and operational reports.
  • Work cooperatively with employees across departments to support City operations.
  • Assist in training and mentoring employees as assigned.
  • Perform additional duties as assigned.

DEPARTMENT ASSIGNMENTS

SANITARY SEWER ASSIGNMENT

Employees assigned to the Sanitary Sewer Department are responsible for the operation, maintenance, repair, inspection, and improvement of the City's sanitary sewer collection system and associated infrastructure.


Typical duties include:

  • Maintaining, repairing, and replacing sanitary sewer mains, manholes, service laterals, and related infrastructure.
  • Performing sewer cleaning, flushing, televising, smoke testing, dye testing, and inspections.
  • Operating jet trucks, vacuum trucks, CCTV equipment, pumps, and related specialized equipment.
  • Maintaining lift stations and associated facilities.
  • Responding to sewer backups, overflows, customer concerns, and emergency situations.
  • Locating underground utilities and responding to OUPS requests.
  • Performing excavation, trenching, backfilling, pavement restoration, and site restoration.
  • Assisting with sewer construction projects, service installations, and infrastructure improvements.
  • Employees assigned to this department may be required to assist other City departments, participate in snow and ice control operations, respond to emergencies, and perform duties outside their primary assignment as operational needs dictate.

QUALIFICATIONS

  • High School Diploma or equivalent required.
  • Valid Ohio Driver's License required.
  • Possession of a valid Ohio Commercial Driver's License (CDL) is strongly preferred at the time of hire.
  • Employees must obtain and maintain a Commercial Driver's License (CDL) in accordance with the Collective Bargaining Agreement, departmental requirements, and timelines established by the City.
  • Ability to obtain and maintain certifications, licenses, and training required by the City and assigned department.
  • Ability to safely operate vehicles, equipment, tools, and machinery associated with assigned duties.
  • Ability to read and follow written and verbal instructions.
  • Ability to work independently and as part of a team.
  • Ability to perform physically demanding work in a variety of environmental conditions.

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work is performed both indoors and outdoors and may involve exposure to varying weather conditions, traffic, construction sites, utilities, equipment, noise, dust, chemicals, wastewater, confined spaces, heights, uneven terrain, and other conditions associated with municipal operations.


The position requires standing, walking, climbing, kneeling, crouching, lifting, carrying, pushing, pulling, digging, and operating equipment for extended periods. Employees must be capable of performing strenuous physical labor and handling materials, tools, and equipment associated with assigned duties.


Participation in after-hours call-outs, emergency response activities, and snow and ice control operations is required.
