GENERAL PURPOSE

Performs a variety of routine and complex duties in the administration of the Utilities Office, including planning, accounting, payment processing, collections, and general management of functions to support utility services. Performs supervisory and administrative duties in the planning, operation, maintenance of meter reading and utility billing services, as well as related equipment. Provides administration for solid waste and recycling services. Works closely with Public Works, Planning and Building and supports Administration and Finance as necessary

SUPERVISION RECEIVED

Works under the general guidance and supervision of the Finance Director or designated supervisor.

SUPERVISION EXERCISED

Exercises close supervision over Utility Billing Customer Service Clerk(s) and Utility Services Operator.
ESSENTIAL DUTIES AND RESPONSIBILITIES

The list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by the Utility Services Supervisor. The following duties are typical for this classification and are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

This position serves an important role in the operations of the City and requires a consistent and dependable presence during assigned hours of work. It is expected that every employee should be on time, fully prepared, every day that the employee is scheduled to work.

Manages and leads the daily operations of Utility Services. Develop priorities and assign tasks and projects in an efficient and effective manner.

Meets regularly with staff to discuss and resolve workload and technical issues. Provides training, coaching, and performance evaluations for assigned staff. Establishes and monitors personnel schedules, recommends approval of leaves and vacations, listens to and adjusts complaints and grievances.

Review, verify, and evaluate staff work product for accuracy and possible irregularities to ensure the timely and accurate billing of utility customers. Ensure records and rates are accurate, current and maintained.

Approves all required adjustments to individual accounts. Reviews and provide recommendations to the Finance Director regarding collections of delinquent accounts and the property lien process.

Assists in developing and implementing new billing techniques and systems or in modifying existing methods and procedures.

Performs routine clerical and administrative duties. May be required to perform work of Customer Service Clerk(s) as needed to manage workloads and provide excellent and timely service for customers.

Provides prompt and courteous service to the public with billing questions, requests for information, and complaints to maintain positive customer relations. Resolves complex customer service issues and manages difficult customers. Coordinates solution of customer service issues with other City staff as needed. Resolves complaints and problems from the general public in a professional, helpful and tactful manner.

Reviews utility rules and regulations regularly and recommend necessary changes.

Reviews and modifies Utility Services related permits as needed.

Reviews within designated timeline and provides Utility Services approval for building permit applications relating to water and sewer utility line size, meter pit and meter size. Advise customers and related staff of Utility Services requirements.

Collaborates with Public Works on annual budget requests and justifications for submission to the Public Works Director or designee. Supervises the requisitioning and use of meter supplies and equipment. Analyzes annual operating costs and makes recommendations for department budget.

As assigned, prepares periodic financial, statistical, and operational reports.

Analyzes, prepares and maintains utility rate and assessment data. Performs periodic audits of all utility accounts.

Reviews and tracks work orders for meter installation and replacements. Ensures that all meter supplies, materials, equipment, and inventory are maintained.

This position is a working supervisor role, providing support and performing duties of the clerical position(s) as needed and directed.

Performs other duties and responsibilities as assigned.

PERIPHERAL DUTIES

Serves on various employee or other committees as assigned. Attend meetings as requested.

Coordinates with other private utility companies regarding locations of utility systems.
Education and Experience:

  1. Completion of a two (2) year college or university program specializing in business management, office administration, computer applications, or a directly related field, AND
  2. Four (4) years of experience in a professional office environment in a public agency, or construction, maintenance, or operations of utilities and facilities of which a minimum of two (2) years shall be in a supervisory capacity.

AND

3.  Minimum of two (2) years’ experience working with utility billing or similar software system.   Experience with Black Mountain Utility Billing Software preferred.

OR

4.  Any related equivalent combination of education and experience.

  1. Knowledge of sound management and public relations techniques.
  2. Ability to deal with the public under stressful circumstances in a fair, calm, and understanding way to obtain positive results.
  3. Establish and maintain harmonious and effective working relationships with fellow employees, other departments, contractors, property owners, and the general public.
  4. Highly functional and literate in the application and use of computers and computer programs for administration and management functions.
  5. Knowledge of public employee personnel rules and procedures.
  6. Ability to assume responsibility, manage, supervise, train, and implement efficient and effective work plans.
  7. Ability to explain and enforce City codes and regulations tactfully and impartially.
  8. Experienced in administrative support functions to a Department and a Director or manager.
  9. Ability to organize and prioritize duties; Ability to work under pressure and/or with frequent interruptions.
  10. Ability to formulate new or alternative strategies to achieve organizational goals.
  11. Ability to communicate effectively orally and in writing.
  12. Ability to perform duties with accuracy and attention to detail.
  13. Skill in operation of listed tools and equipment.

SPECIAL REQUIREMENTS 


Must possess a valid State of Montana driver’s license or have the ability to obtain one within Thirty (30) days.

TOOLS AND EQUIPMENT USED


Personal computer, including word processing and spreadsheet software; proprietary central financial and billing software; printer, 10-key calculator, binding machine, scanner, phone, base radio, postage, fax, and copy machine.
