Overview

Our client is seeking a dynamic and experienced Global IT Portfolio Manager (Strategic PMO) to lead and manage strategic IT portfolios that drive innovation and business growth. Reporting to the leadership team, this role will work collaboratively across global teams to optimize portfolio governance, budgeting, and execution. The ideal candidate is highly skilled in stakeholder management, delivering data- and AI-driven insights, and ensuring alignment of IT initiatives with organizational goals. 

Responsibilities

• Global Portfolio Governance & Budgeting: Oversee the end-to-end lifecycle of the global IT portfolio. Establish robust governance frameworks, manage large-scale financial budgeting, forecasting, and ensure optimal resource allocation across regions.
• Executive Presentation & Stakeholder Management: Translate complex project metrics and progress into high-impact visual stories and value-performance insights. Confidently present and report to Directors and C-suite executives located across global regional hubs.
• Data & AI-Driven Insights: Champion the use of data analytics and modern tools (including AI and automation) to streamline portfolio reporting, predict project risks, and effectively reflect the objective truth of project health and value creation.
• Global Collaboration: Act as the central bridge between various regional PMO teams and hubs, aligning diverse stakeholders and ensuring consistent standards across different geographical locations.

Qualifications

• Bachelor’s degree in Information Technology, Business Administration, or a related field.
• At least 7-10 years of proven experience in IT Portfolio Management or a Senior PMO role within a global or regional matrix organization.
• The Financial Backbone: Deep expertise in IT financial management, portfolio budgeting, and corporate governance.
• The Tech-Savvy Mindset: Strong data-sense with experience using data to demonstrate project value. Open-minded and curious about leveraging AI tools, advanced visualization (e.g., Power BI/Tableau), or automation to improve PMO efficiency.
• The Strategic Communicator: Proven ability to engage, influence, and collaborate with C-suite executives and cross-functional stakeholders effectively.
• Leadership: A collaborative leadership style that promotes diversity, equity, and inclusion and fosters teamwork across cultures and backgrounds.
• Global Perspective: Experience managing IT portfolios across multiple geographic regions and familiarity with global IT regulations and compliance standards.
• Adaptability: Ability to manage and thrive in an ambiguous and dynamic environment.
• Certifications (Preferred): PMP, PgMP, MoP, PRINCE2, or similar certifications in project/portfolio management.
• Fluent in both English and Chinese is a MUST.
