ORGANIZATIONAL UNIT: Environmental Programs

SUPERVISORS:  Chair and/or Vice Chair

STATUS: Salary/Exempt

SALARY RANGE: DOE

ALL FULL TIME POSITIONS: In addition to your pay, your salary also includes Medical, Dental and Vision Insurance. The Biweekly deduction from employee paycheck is $40.00 for Employee Only, $95.00 Employee plus Children, $120.00 Employee plus Spouse, and $140.00 Employee plus family.  

JOB SUMMARY: The Director of Environmental will coordinate program agreements between the Citizen Potawatomi Nation (Nation or Tribe) and appropriate federal, state, county, and local agencies to ensure agreement obligations of the Nation and agencies are met, and that the integrity of the agreements are not jeopardized. The Director shall establish and be the primary contact for government-to-government relationships with tribal, federal, state, county, and local governments on all matters pertaining to the environment.

RESPONSIBILITIES / TASKS:

• Prepare, coordinate, and evaluate departmental budgets.
• Internal monitoring and assessment of program progress and milestones.
• Manage CPN’s Environmental programs and staff.
• Assist in the preparation and coordination of quarterly and annual program, fiscal, and other applicable reports as identified in program agreements.
• Liaison between the Nation and agencies, organizations, other tribes, and other external partners on issues related to the environment.
• Maximize funding through grant applications, coordination, and compliance throughout the Nation to advance department goals.
• Under the supervision of Tribal Administration, provide program coordination, communication, and representation on issues that impact and/or affect the Nation relating to the environment.
• Ensure compliance with federal, tribal, and other applicable regulations pertaining to the environment.
• Ensure compliance with federal, tribal, and other applicable regulations and policies/procedures pertaining to purchasing and procurement.
• Coordinate with staff in preparing bid notices, Scopes of Work, Requests for Proposals, and other purchasing, procurement, and contract documents.
• Provide contract management and oversight.
• Coordinate with staff in preparing plans, publications, reports, and other programmatic documents relating to the environment per programmatic agreements.
• Coordinate in preparing Resolutions to the Tribal Legislature.
• Assist in monitoring, evaluating, and interpreting political and legislative activities that may have a potential impact on the environment, and recommend plans for maximizing the successful implementation of said activities to further Self-Governance.
• Provide administrative support and policy direction to Tribal Administration on matters related to floodplain, EPA, environmental projects, and other matters as requested.
• Establish a working and trustful relationship with internal staff and external partners to allow for the smooth development of programs, services, activities, functions, and resources.
• Keep abreast of all issues affecting funding and operation of federal and state programs and services conducted by the Nation, including but not limited to: 1) federal and state appropriation processes; 2) applicable federal and state agency policies and procedures as well as future development of such policies; and 3) applicable tribal and federal laws and regulations governing administration and implementation of federal and state programs and services operated by the Nation.
• Perform other duties as assigned.

SKILLS / EDUCATIONAL / OTHER REQUIREMENTS: 

• A master’s degree is preferred in planning, environmental, public policy, engineering, or related areas. A minimum of a bachelor’s degree in an area listed above. Also require at least five (5) years of experience working with tribal governments and two (2) years of managerial experience. Must possess valid driver’s license and be insurable through the Nation’s insurance carrier.
• Must possess excellent verbal communication skills and demonstrated technical writing abilities and research skills. Must have demonstrated planning process skills and abilities, programming capabilities, and successful grant and contract development skills. Must be able to construct complex budget spreadsheets and cost analyses with computer programs. Intermediate computer literacy required.
• Negotiation experience is preferred. Experience with federal budgetary processes, tribal budgets, and accounting procedures is also preferred. 
• Some travel required.
