Role Summary
The M&E Engineer is responsible for leading mechanical and electrical coordination at the project level — ensuring that all M&E systems are designed, installed, tested, and handed over in accordance with project specifications, authority regulations, and sustainability objectives. This role involves technical review, design coordination, site supervision, testing & commissioning oversight, and defect resolution. The M&E Engineer acts as a key liaison between consultants, contractors, and the internal project team.

- Stakeholders are well-informed and supported with timely updates and resolution of M&E matters.
Key Responsibilities
Design Coordination & Technical Review
- Review shop drawings, schematics, and equipment schedules submitted by contractors and consultants.
- Identify design conflicts and recommend solutions to avoid system clashes or inefficiencies.
- Coordinate technical requirements across disciplines (architectural, structural, ID) to ensure integration of all M&E systems.
Site Execution & Supervision
- Oversee daily site M&E works including HVAC, electrical distribution, ELV, water supply, fire protection, and vertical transport.
- Verify that installation methods comply with approved plans, standards, and statutory codes.
- Attend site meetings and issue technical instructions or corrective actions as needed.
- Supervise first-fix, second-fix, and finishing stages of M&E works.
Testing & Commissioning (T&C)
- Review and validate T&C plans and checklists submitted by contractors.
- Witness T&C activities and verify the performance of critical systems.
- Track rectification of defects and ensure systems meet operational readiness and compliance.
- Compile and verify test reports, certificates, and operation manuals for handover.
Authority Submission & Compliance
- Support preparation of documents and drawings for BOMBA, ST, JKKP, and local council approvals.
- Coordinate inspections with authorities and facilitate the resolution of comments.
- Track approval timelines and maintain submission logs.
Handover & Defect Management
- Conduct final walkdowns and verify the completeness of M&E systems.
- Assist in defect identification, rectification follow-up, and clearance with contractors.
- Ensure delivery of complete as-built drawings, warranties, and system documentation.
- Provide technical support during early operational phase and DLP period.

1. Technical Competencies
- System Knowledge – Strong working knowledge of M&E systems: HVAC, plumbing, fire systems, electrical, ELV, and lift systems.
- Regulatory Compliance – Familiar with BOMBA, ST, UBBL, JKKP requirements and submission processes.
- Design Coordination – Proficient in identifying and resolving multi-disciplinary clashes.
- Testing & Commissioning – Knowledgeable in T&C sequencing and performance benchmarks.

- Site Management – Manages installation progress, safety, and quality.
- Problem Solving – Proactively addresses site and design challenges.
- Documentation – Maintains accurate logs, updates, and reports for tracking and audit readiness.

4. Tools & Methodologies
- AutoCAD, Revit (for coordination reference)
- Microsoft Excel, PowerPoint for progress reporting and analysis
- T&C templates, authority submission trackers, QA/QC logs
- Familiarity with MS1525, ISO standards, and smart building principles is advantageous
Qualifications & Experience
Educational Background
- Bachelor’s Degree in Mechanical, Electrical, or Building Services Engineering.
- Registered Graduate Engineer with BEM preferred.
Experience Requirements
- Experience: Minimum 3–5 years in M&E engineering roles within construction or development projects.
- Track Record: Proven experience in managing installation, coordination, authority submission, and commissioning of major M&E systems.
