Essential Job Functions:
- Leads the development, execution, and continuous improvement of a mid- to long-term (3-5 years) outreach strategy spanning multiple subject matter areas within the purview of OIE and the Foundation—including investor literacy, investor protection, and financial fraud awareness, prevention, and intervention—with direct accountability for measurable impact on sub-function results and advancement of FINRA’s broader mission.
- Serves as a recognized subject matter expert and external voice for OIE and the Foundation, through engaging with industry peers, media, and other stakeholders at conferences and speaking engagements to shape best practices and align the industry on new concepts and approaches in investor education and protection.
- Leads the development, dissemination, and strategic positioning of research and publications on investor literacy, investor protection, and financial fraud awareness, prevention, and intervention, ensuring findings inform both internal strategy and the broader industry practice.
- Partners with and influences internal stakeholders across functions – such as Regulatory Operations and the Office of Global Government Affairs – to advance FINRA's investor protection mission and inform responses to regulatory developments and policy proposals.
- Develops and advances strategic opportunities for FINRA leadership engagement with retail investors, strengthening outreach efforts and enhancing organizational visibility and impact.
- Develops and presents strategic business plans and performance frameworks to FINRA senior leaders and Foundation Board members translating complex operational data into actionable insights and recommendations that directly inform sub-function strategy and resource decisions.
- Leads internal and external committees and multi-disciplinary teams on complex, high visibility issues related to retail investor education and protection.
- Demonstrates FINRA's values.
- Collaborates, both in-person and virtually, in furtherance of FINRA's mission of investor protection and market integrity.
Education/Experience Requirements:
- Bachelor’s degree and a minimum of eight (8) years of related professional experience leading multi-faceted, high-profile consumer engagement programs.
- Advanced degree preferred.
- Substantial regulatory or financial education and protection experience (8 or more years).
- Knowledge of the U.S. securities industry, securities laws and regulatory structure.
- Demonstrated ability to serve as an institutional voice at conferences and high-profile external engagements, building and maintaining strategic relationships with nonprofit and consumer protection organizations, law enforcement, financial services industry, and government/regulatory entities.
- Excellent oral and written communication skills, with demonstrated ability to communicate to senior internal and external audiences.
- Exceptional ability to manage multiple complex, high-visibility assignments simultaneously, with strong attention to detail and strong execution against tight deadlines in a fast-paced, high-stakes regulatory environment.

Time Off and Paid Leave*
FINRA encourages its employees to focus on their health and wellness in many ways, including through a generous time-off program starting at 15 days of paid time off (increasing with years of service, up to 25 days), 5 personal days, and 9 sick days, unless otherwise required by law (all pro-rated in the first year). Additionally, we are proud to support our communities by providing two volunteer service days (based on full-time schedule). Other paid leave includes military leave, jury duty leave, bereavement leave, voting and election official leave for federal, state or local primary and general elections, care of a family member leave (available after 90 days of employment); and childbirth and parental leave (available after 90 days of employment). Full-time employees receive nine paid holidays.
