Responsible for setting operational goals, planning, and staffing for respiratory therapy services. Responsible for the department or service area’s overall delivery of services.MINIMUM QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Bachelor’s degree.
2. Licensed Registered Respiratory Therapist by the applicable state where services will be performed:
PA: Licensed Respiratory Therapist through the PA State Board of Medicine or the PA State Board of Osteopathic Medicine
WV: Licensed Respiratory Therapist Registered (LRTR) through the West Virginia Board of Respiratory Care
3. Obtain certification in Basic Life Support within 30 days of hire date.
EXPERIENCE:
1. Five (5) years of respiratory supervisory experience.
To be completed as established by department: (Administered at Department level)

2. PALS
3. NRP
4. STABLE
5. Point of Care Technician through the West Virginia Department of Health & Human Resources
PREFERRED QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Master's degree from an academic institution in a related major.
2. Advanced credentials from National Board of Respiratory Care (NBRC).
CORE JOB DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1. Responsible for short term and long range planning for the department in conjunction with the overall quality improvement program. Based upon institutional needs develops quarterly and annual goals and objectives for the department.
2. Establishes Respiratory Care to initiate organizational strategies to by contributing information, analysis and recommendations to strategic thinking and direction, establishing functional objectives in line with organizational objectives.
3. Implements departmental personnel functions such as hiring, promoting, disciplining employees, preparing evaluation reports. Recruits, selects and develops subordinates and monitors orientation of respiratory care personnel.
4. Develops respiratory and pulmonary services financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; developing action plans; measuring and analyzing results; minimizing impact of variances.
5. Develops operational and capital budgets for Respiratory Care in conjunction with hospital administration.
6. Maintains legal and accreditation compliance by developing policy positions concerning federal, state and local regulations and joint commission standards.
7. Demonstrates regard for the dignity, respect and safety of all patients, family members, visitors and hospital personnel as defined in the philosophy of the organization.
8. Monitors activities of practitioners to ensure maintenance of standards established by WVU Medicine, the respiratory/pulmonary department, American Association for Respiratory Care, National Board for Respiratory Care, applicable state Board of Respiratory Care, Joint Commission or DNV, College of American Pathologists, the National Fire Protection Agency and the American Thoracic Society Standards for Pulmonary Function.
9. Provides assistance with employee education through coordination of clinical inservices and other staff/leadership development activities.
10. Actively participates in departmental, interdepartmental and hospital-wide committees for the overall improvement of the institution
11. Maintains clinical and professional competency based upon established standards of practice.
12. Enhances respiratory and pulmonary services and hospital reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
13. Maintains proper attendance and punctuality to ensure that the departments are operated in an efficient and cost effective manner.
14. Maintains and assures accreditation by the American Association of Cardiovascular and Pulmonary Rehabilitation (AACVPR) for the pulmonary rehabilitation program, if applicable.
15. Plans, develops, and implements programs for improvement of patient care to meet the demands and changes in the tertiary care hospital.
16. Responsible for the coordination, organization and delegation of the operational aspects of the department to ensure effective and efficient delivery of unit services
17. Measures and monitors appropriate performance indicators so as to provide for continual improvement.
18. Assumes responsibility for the patient focused performance improvement process engaging staff participation in multidisciplinary activities conducted for the purpose of improving the quality and reducing the cost of care
19. Reviews outcomes and improves operational systems to ensure continued improvement. Creates a work environment, which promotes continuous quality improvement and ongoing personnel development. Facilitates hospital planning by serving in a leadership capacity both intra interdepartmental. Actively participates in the hospital Leadership Forum to ensure communication and goal congruency.
