Job Purpose
Support the safe, reliable, and efficient operation of an Oil & Gas storage terminal by providing technical
engineering expertise, maintenance supervision, troubleshooting, equipment reliability improvement, and
maintenance execution support.
The Maintenance Mechanical Engineer is responsible for ensuring that assigned maintenance activities are
properly engineered, planned, executed, inspected, and documented in accordance with applicable engineering
standards, manufacturer recommendations, approved procedures, and HSSE requirements.
The position plays a key role in improving asset performance, developing maintenance strategies, supervising
technical execution, and strengthening the competence of Maintenance Technicians and Technical Assistants.
Key Responsibilities
Maintenance Engineering & Execution
• Provide technical engineering support for preventive, predictive, corrective, and breakdown maintenance
of mechanical equipment and terminal infrastructure.
• Supervise and coordinate maintenance activities involving centrifugal pumps, mechanical seals, valves,
piping, loading arms, firefighting systems, and other rotating and static mechanical equipment.
• Review maintenance work orders, technical scopes, work instructions, spare parts requirements,
manpower, tools, and execution methodologies.
• Coordinate with Maintenance Planning and Operations to establish maintenance priorities, schedules,
equipment availability, and resource requirements.
• Ensure maintenance activities are executed in accordance with approved engineering specifications,
drawings, manufacturer recommendations, and quality requirements.
• Review maintenance findings, inspection results, equipment testing, and reinstatement requirements
before recommending equipment return to service.
Equipment Reliability & Asset Integrity
• Investigate equipment failures, recurring defects, and abnormal operating conditions, identifying root
causes and recommending corrective and preventive actions.
• Support development and optimization of preventive and condition-based maintenance strategies.
• Review equipment maintenance history, failures, performance trends, and work order data to identify
reliability improvement opportunities.
• Support equipment criticality assessments, Failure Mode and Effects Analysis (FMEA), and ReliabilityCentered Maintenance (RCM) initiatives.
• Coordinate equipment inspections, condition monitoring, and integrity assessments with relevant
specialists.
• Identify and escalate asset integrity concerns, overdue inspections, and safety-critical equipment
deficiencies.
• Support reliability improvement initiatives to reduce equipment failures, maintenance backlog, and
unplanned downtime.
Engineering & Technical Documentation
• Develop, review, and improve mechanical maintenance procedures, work instructions, inspection
checklists, and technical specifications.
• Review mechanical drawings, P&IDs, equipment manuals, and technical documentation required for
maintenance execution.
• Prepare technical scopes of work, material specifications, and engineering justifications for maintenancerelated modifications and repairs.
• Provide engineering support for equipment modifications, replacement, upgrades, and minor
improvement projects.
• Ensure maintenance records, inspection findings, equipment histories, and technical documentation are
accurate and traceable.
• Support Management of Change (MoC) processes, technical risk assessments, and engineering reviews
within delegated authority.
HSSE, Process Safety & Quality
• Ensure assigned maintenance activities comply with terminal HSSE requirements, Permit to Work (PTW),
isolation procedures, Life Saving Rules, and applicable engineering standards.
• Participate in Job Safety Analyses (JSA), risk assessments, incident investigations, and technical safety
reviews.
• Verify that maintenance activities have appropriate technical controls, work instructions, inspection
requirements, and acceptance criteria.
• Identify unsafe conditions, technical deviations, quality deficiencies, and potential equipment integrity
risks.
• Exercise stop-work authority when activities are unsafe or required controls are not established.
• Support inspection, testing, and quality verification of contractor maintenance activities.
• Ensure corrective and preventive actions arising from maintenance failures, audits, inspections, and
incidents are properly followed up.
Team Coordination & Competence Development
• Provide technical guidance and supervision to Maintenance Technicians, Junior Maintenance
Technicians, and contractors.
• Support structured training, practical competency assessments, and development of junior maintenance
personnel.
• Coordinate technical activities with Operations, Maintenance Planning, Procurement, Warehouse, HSSE,
and Projects.
• Review work execution performance, identify technical capability gaps, and recommend training or
improvement actions.
• Promote safe working practices, technical discipline, accountability, and continuous improvement within
the Maintenance team.
Maintenance Performance & Resource Management
• Monitor maintenance performance indicators, including preventive maintenance compliance, corrective
maintenance backlog, equipment reliability, and work order quality.
• Support maintenance budget preparation, cost estimates, material requirements, and resource
optimization.
• Review spare parts requirements, technical specifications, material suitability, and stock criticality.
• Evaluate contractor technical performance, work quality, productivity, and compliance with approved
scopes.
• Prepare maintenance engineering reports, technical recommendations, failure analyses, and
improvement proposals for management review.
• Support shutdown planning, major equipment overhauls, commissioning, and maintenance readiness
activities.
