Help support Boise’s continued growth by ensuring development impact fees and permitting processes are accurate, consistent and easy to navigate.

The City of Boise is seeking an Impact Fee Coordinator to serve as a key technical resource within Planning and Development Services. This position reviews development activity, determines impact fee requirements, calculates and verifies fees, and helps developers, contractors, applicants and City staff navigate complex fee and permitting questions.

The role also serves as a lead resource for permitting, supports complex development projects, improves processes and customer guidance, and contributes to impact fee studies and related planning efforts.

Ideal candidates will bring strong experience with permitting, construction processes or development administration, along with the ability to interpret requirements, solve problems and provide clear guidance to a wide range of customers.

Required Knowledge, Experience, And Training
  • High school diploma or equivalent
  • Six years of office experience and familiarity with construction processes.
Licensing And Other Requirements
  • Ability to obtain International Code Council (ICC) certified Permit Technician within 6 months of hire. 

  • Valid state-issued driver's license.

Calculates, verifies, and receives fees for applications and permits, including permit fees, plan review fees, trade fees, and applicable development impact fees. Serves as the primary resource for applicants, contractors, developers, design professionals, residents, and city staff regarding impact fee assessments, fee applicability, payment requirements, and related processes. Coordinates complex impact fee matters with appropriate staff and partner departments to ensure fees are applied in accordance with adopted policies, procedures, and fee requirements. Supports impact fee studies, capital improvement plan updates, development impact fee advisory committee materials, and related policy discussions by providing permit data, fee information, process feedback, and operational context as requested. 

Acts as a lead resource for general permitting, electronic plan review, city policies and procedures, permit intake, permit issuance, and customer service expectations. Provides backup support to permit technicians and assists with complex, unusual, or high-profile projects. Processes and issues building, trade, construction, and related permits. Performs initial commercial and residential technical reviews to enforce minimum submittal requirements for permit applications. Reviews application intake documentation to verify completeness and accuracy of submittals. Creates project cases in the permit tracking database and initiates and coordinates building permit plan review routing. 

Manages return payments and prepares entry reports. Prepares documentation, notifies customers by email, and tracks permits to ensure repayment is completed. Prepares monthly reconciliation reports and assists with tracking fee-related activity to support accurate records and financial coordination. Reviews fee-related issues, discrepancies, and repayment matters and coordinates with appropriate staff to support timely resolution. 

Coordinates with the Building Services Manager on revisions and updates to electronic applications, forms, customer instructions, and internal resources. Tests and troubleshoots electronic applications or interfaces related to permit technician duties, fee assessment, and impact fee administration. Assists with developing best practices and process strategies to improve internal and external customer experience using electronic applications, online portals, electronic plan review, and permitting software. Tracks and monitors business and project-related issues to ensure appropriate follow-up by team members. Recommends improvements to forms, workflows, procedures, and system tools to support consistent fee assessment, clearer customer guidance, and more efficient permit processing. 

Creates and updates training materials, job aids, and manuals for permit technicians, including procedures related to permit intake, fee calculation, impact fee review, refunds, reconciliation, and customer communication. Creates training materials for customers using the online customer portal, electronic plan review, and permitting software. Answers phone calls and emails from the public, contractors, department members, inspectors, partner agencies, and companies seeking information about permitted or unpermitted work. Troubleshoots minor technical problems for department members, customers, and companies. Provides clear, professional, and consistent customer service on permitting, fee assessment, application status, electronic systems, and impact fee-related questions.

  • Construction and zoning regulations as applicable to single-family residential and commercial construction
  • Departmental policies and related regulations and ordinances regarding building and construction permits

  • Codes and laws about building and utility construction
  • Customer service techniques
  • Basic cyber security safety and practices
  • Blueprint reading; record keeping and filing practices
  • Computer usage including related software.

Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions. Employees will also drive a vehicle as part of this position.
