Description
The Environmental Resources Coordinator is a technical and skilled position responsible for planning, coordinating, and implementing the City’s stormwater, recycling, and sustainability programs. The position provides technical and administrative support to the Environmental Advisory Commission, including support for its monthly evening meetings.
Salary Range: $43.60/hour - $58.68/hour (Grade F, Steps 1-16)
Anticipated Starting Salary: $43.60/hour - $45.36/hour (Grade F, Steps 1-3)

Work is performed in a variety of settings, including standard office environments, public service areas, and outdoor or off-site locations. The position may require travel between work locations and may involve exposure to varying exposure to varying weather conditions, uneven terrain, traffic, and other environmental conditions typical of the work location.

Schedule: Standard forty (40) hour workweek. Additional evening or weekend hours will be required to attend Environmental Advisory Commission meetings and special events.

- Review development proposals to ensure compliance with city stormwater standards and shoreland, floodplain and wetland management codes.
- Inspect stormwater best management practices for compliance with shoreland code.
- Coordinate public education and participation efforts with city staff and partners.
- Prepare and present annual SWPPP activities to City Council.
- Train city staff annually to recognize and report illicit discharges.
- Oversee maintenance contracts and coordinate in-house maintenance program with city staff.
- Collaborate with government agencies to complete Capital Improvement Program projects.
- Administer the city’s stormwater budget.
- Facilitate monthly Environmental Advisory Commission evening meetings, support commission initiatives, and attend occasional evening events as staff liaison.
- Manage the city’s recycling program.
- Apply for county recycling grants and complete mid-year and annual reports.
- Complete grant recycling performance work plan tasks.
- Attend quarterly county recycling coordinator meetings.
- Coordinate recycling education and outreach with city and county staff.
- Implement city recycling programs (holiday light recycling, event recycling container loan program, curbside mattress collection, etc.).
- Implement native plant restoration projects, water conservation initiatives, and other environmental and sustainability related priorities in collaboration with city staff, government organizations and non-profits.
- Develop educational and promotional materials and provide information to staff, commissions, residents and others through social media, website updates, flyers, written reports and oral presentations.
- Develop and maintain working partnerships with local and regional agencies and community service organizations.
- Perform other position-related duties as required or assigned.
EXAMPLES OF SUCCESSFUL PERFORMANCE INDICATORS
- Compliance is maintained with all aspects of the City’s MS4 General Permit requirements.
- Environmental Advisory Commission meetings are well organized, productive and run in compliance with the open meeting law.
- Overall recycling residual amounts are held within requirements of city recycling processing contract.
- Native plantings are implemented where appropriate and maintained appropriately.
- All accountability areas are handled in a manner that promotes excellent internal communication.
- Communications and working relationships with departmental personnel, the public and other organizations or agencies result in high levels of trust.
- Decisions are timely, thoughtful and sound.

Minimum requirements:
- Bachelor’s degree in engineering, environmental science, natural resources management, ecology, or related field.
- Two (2) years of experience in urban stormwater management, including experience administering or managing an MS4 permit and developing, implementing, or overseeing SWPPPs.
- Must possess and maintain a valid driver’s license and driving record that meets City and/or department standards to perform required job-related travel.
