JOB SUMMARY
The Baltimore City Health Department (BCHD) is seeking a Division Chief Medical Officer (CMO) to serve as the principal medical and public healthadvisor for the Division of Population Health and Disease Prevention at BCHD. Founded in 1793, BCHD is the oldest health department in the country, with around 800 employees and an annual budgetof around $200 million, that aims to protect health, eliminate disparities, and ensure the well-being of everyone in our community througheducation, advocacy, and direct service delivery. BCHD’s wide-ranging responsibilities include maternal and child health, youth wellness, schoolhealth, aging services, animal control, restaurant inspections, violence prevention, emergency preparedness, STI/HIV treatment, and acute andchronic disease prevention. The Division CMO position requires an agile physician leader who can provide executive-level guidance on clinical, operational, and public health matters to advance BCHD’s mission of protecting the health and wellbeing of Baltimore City residents. This executive position will partner with the Deputy Commissioner and Assistant Commissioners in leading dedicated teams responsible for clinical operations, strategic initiatives, and cross sector collaborations designed to improve population health outcomes
ESSENTIAL FUNCTIONS
- Supervise, coordinate, and manage the activities of all clinics within the division, including overseeing clinic leadership, providing medical oversight of clinical operations, establishing policies and procedures as needed, coordinating with state and local partners, and ensuring compliance with funder requirements. This also includes regular meetings with the medical directors and clinic managers, receiving updates on clinic activities, escalating relevant issues to BCHD leadership in a timely manner, addressing urgent issues in the clinics, and providing oversight of programming, including outbreak investigations.
- Implement a long-term vision for clinical services, including planning for future needs and services.
- Lead the expansion of clinical services based on public health and community clinical needs.
- Evaluate existing resources and obtain additional resources (funding, staff, etc.) as needed to provide clinical services.
- Stay up to date on state-of-the-art, innovative clinical services in the fields of STIs and infectious diseases to ensure the best possible care is provided to patients.
- Ensure the division applies for appropriate local, state, and federal funding.
- Ensure all funder-required reporting is complete and submitted in a timely manner.
- Ensure appropriate budgeting for staff salaries, clinic supplies, and other essential activities.
- Monitor and expedite the contract execution process as needed to meet funder requirements and maintain program operations.
- Provide oversight of the division’s procurement activities.
- Monitor contracts with all sub-grantees and ensure sub-grantees' compliance with funder requirements.
- Coordinate and complete the initiation of medical insurance billing for all clinics within the division. This includes ensuring all contracts are initiated and finalized with Managed Care Organizations, complying with state and federal regulations, establishing billing infrastructure within the clinics, developing billing policies and procedures, and ensuring billing is implemented.
- Facilitate human resources operations for the division, including, but not limited to, the timely completion of accurate performance evaluations; ensuring that performance issues are addressed through timely progressive discipline; overseeing staffing and hiring decisions; and prioritizing professional development. Provide medical oversight of HIV testing programs, including the Disease Intervention Specialists, and HIV surveillance and outreach teams.
- Co-manage the Electronic Medical Record (EMR) system, OCHIN, with the Chief Information Officer.
- Investigate staff training needs and lead decision-making regarding system customizations and updates.
- Oversee the staff responsible for the implementation, training, and maintenance of OCHIN in clinical settings.
- Ensure all staff with OCHIN access have properly documented licenses and credentials.
- Build relationships with key community partners for financial and clinical partnerships.
- Serve as primary lead of internal care coordination, clinical safety protocols, and division occupational health.
- Represent the Deputy Commissioner in Grand Rounds and other speaking opportunities with local hospitals, health care organizations, and academic institutions.
- Fulfill other duties assigned by your Deputy Commissioner, the Chief Operations Officer, and/or the Commissioner of Health. This includes, but is not limited to, providing leadership during public health emergencies as directed by the Director of Preparedness, providing infectious disease guidance and expertise, drafting public-facing communications, and serving as a liaison with partners and funders in the city, state, and federal levels.
MINIMUM QUALIFICATIONS
Education: Doctor of Medicine (MD) or Doctor of Osteopathy (DO) required; board certification in a relevant specialty preferred. Master’s degree in public health, health administration or business administration, or a related field required a plus.
AND
Experience: Demonstrated ability to build consensus and partnerships across diverse sectors. Minimum 3-5 years of clinical experience, with management and/or senior leadership role in public health, healthcare administration, or a related setting. Understanding of electronic health record systems, healthcare workflows, healthcare payment models, and revenue cycle operations preferred. Experience with federal and state funded programs a plus.

- Knowledge of principles and practices of public health and clinical service delivery.
- Ability to interpret and apply healthcare regulations, statutes, and professional guidelines.
- Ability to think strategically and translate agency goals into actionable public health initiatives aimed at eliminating health inequalities in Baltimore City.
- Skill in leading diverse teams, managing complex projects, and overseeing cross-sector collaborations.
- Strong written and oral communication abilities, including public speaking and professional representation of the Department.

BACKGROUND CHECK
