This position ensures compliance with RTD’s Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) programs in accordance with US DOT DBE Regulation 49 CFR Part 26. This position will actively monitor locally funded contract compliance related to SBE program requirements. This position completes DBE/SBE goal assessments by reviewing documents, cross-checking contract requirements, and monitoring labor compliance on assigned projects. This position advertise and promotes RTD contracting opportunities at outreach and community events.

DUTIES & RESPONSIBILITIES:

Essential:

SBO Compliance

  • Conducts goal assessment reviews to establish DBE/SBE goals and identifies the capability of small business firms that can perform specific tasks based on the project scope of work utilizing Disadvantage, Small, Minority, or Women owned certified directories.

  • Delivers presentations related to SBE program and contract requirements prior to contract solicitation and during the pre-construction or kick-off meetings.

  • Monitors DBE/SBE goal attainment from awarded primes and subcontractors through monthly review of DBE/SBE compliance forms and update monthly participation reports for the assigned locally funded projects to ensure compliance processes and standards are attained.

  • Investigates compliance issues, conducts on-site monitoring visits, prepares written reports of findings and makes recommendations to vendors and internal stakeholders to resolve issues.

  • Participates in DBE/SBE outreach programs including small business forums, trade shows, workshops, and other marketing and development activities.

  • Attends various organizational, Chambers of Commerce and agencies outreach events to communicate and present RTD’s upcoming contracting opportunities as well as promoting firms to receive certification via RTD’s SBE certification program.

  • Collects requisite information from relevant stakeholders and supports data entry for required reporting to fulfill compliance requirements with Davis Bacon Act, Federal regulation, and RTD labor compliance requirements.

  • Conducts field interviews with contractors and subcontractor’s employees to investigate labor compliance related with prevailing wages.

QUALIFICATIONS:

Required Qualification:

  • An Associate’s degree in Human Resources, Psychology, Organizational Development, Sociology, Legal Studies, or Public Administration required or an equivalent combination of education and relevant work experience.

  • Two (2) years of experience in project management, project compliance, or administrative support on managing projects that includes coordinating events, reporting, and presenting responsibilities.

  • Experience in analyzing and evaluating business processes and developing reports.

An equivalent combination of education, experience, knowledge, skills, and abilities.

  • Knowledge of federal, state and local laws and regulations pertaining to minority/women business enterprise, small business development and procurement programs.

  • Knowledge of applicable governmental procurement policies, procedures, and legal requirements.

  • Ability to use sound judgment and maintain strict confidentiality.

  • Strong written and verbal communication skills, including the ability to communicate specialized information effectively to diverse audiences.

  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate information with attention to detail and accuracy.

  • Strong customer service skills, including the ability to effectively respond to inquiries, maintain positive working relationships, and provide support to RTD teams, business partners, and community members.

  • Ability to establish and maintain effective working relationships with employees, management, contractors, business owners, community organizations, and members of the public.

  • Ability to manage time and workload effectively, including planning, organizing, and prioritizing with attention to detail.

Pay Range:

$65,177.00 - $92,062.25 Annual
