[What the role is]
We are seeking a dynamic and experienced Manager, Digital Infrastructure & Systems Integration to lead the planning, procurement, implementation, integration and continuous enhancement of enterprise digital platforms supporting the Greater Sentosa Master Plan (GSMP). The role establishes an integrated digital ecosystem supporting planning, design, construction, commissioning, operations and long-term asset management, while driving secure, scalable and interoperable enterprise solutions.[What you will be working on]
Key Responsibilities
1. Project Management
- Lead end-to-end delivery of large-scale enterprise ICT projects through the complete Software Development Lifecycle (SDLC).
- Manage project scope, schedule, budget, quality, risks and dependencies to achieve successful outcomes.
- Ensure projects are delivered within approved budget, timeline and quality expectations.
- Coordinate multidisciplinary teams comprising business users, consultants, system integrators and government stakeholders.
- The eventual platform that we are seeking would be equipped with no/low code tools.
- You will lead a team of in-house citizen developers to build new workflows, reports, dashboards, tools and other system functions.
2. Product Management
- Define and own the product vision, strategy and roadmap for enterprise digital platforms.
- Prioritise enhancements based on business priorities, user feedback and operational value.
- Establish product governance and application lifecycle management.
- Drive continuous improvement through user engagement and performance monitoring.
- Ensure platforms remain aligned with evolving business and operational needs.
- You will lead a team of in-house citizen developers to maintain/enhance workflows, reports, dashboards, tools and other system functions.
3. System Solutioning & Enterprise Architecture
- Translate business requirements into scalable, secure and future-ready enterprise solutions.
- Develop solution architectures aligned with enterprise architecture principles and standards.
- Ensure interoperability across GIS, BIM, CDE, ERP, Digital Twin and enterprise platforms.
- Review vendor solution designs and technical deliverables.
- Lead enterprise integration through APIs, middleware and cloud technologies.
4. Stakeholder & Vendor Management
- Build trusted partnerships with internal business units, agencies and external stakeholders.
- Facilitate requirements workshops and solution design discussions.
- Manage consultants, system integrators and technology vendors.
- Monitor contractual deliverables, budgets and service level agreements.
- Prepare and facilitate executive briefings and governance meetings.
5. Government ICT Procurement & Governance
- Lead ICT procurement in accordance with Government procurement policies and governance frameworks.
- Prepare business cases, funding submissions, approval papers and procurement documentation.
- Develop technical specifications and tender evaluation criteria.
- Lead or participate in tender evaluations and contract negotiations.
- Ensure compliance with audit, governance and procurement requirements.
6. Cybersecurity, Risk & Compliance
- Ensure enterprise solutions comply with Government cybersecurity and ICT governance requirements.
- Ensure compliance with IM8 and Whole-of-Government ICT standards.
- Manage ICT risks, security assessments and audit remediation.
7. Change Management
- Develop organisation-wide change management strategies supporting digital transformation.
- Lead user engagement, workshops and capability development programmes.
- Develop communication and operational readiness plans.
- Promote digital adoption and continuous improvement.
- Ensure successful transition into business-as-usual operations.
Requirements
- Bachelor's Degree in Information Technology, Information Systems, Computer Science, Electrical/Mechanical Engineering, Geospatial/Construction Technology, or related discipline.
- Professional certifications such as PMP, PRINCE2, TOGAF, Scrum, CITPM, ITIL, CISSP or CISM are advantageous.
- 8–10 years of relevant experience in enterprise ICT, digital transformation or technology delivery.
- Delivered at least one enterprise ICT projects exceeding S$10 million or at least two enterprise ICT projects, each exceeding S$5miliion.
- Experience in Government ICT procurement, governance and funding submissions.
- Experience managing multidisciplinary teams, consultants and system integrators.
- Experience in architecting, deploying and managing systems in one or more commercial cloud providers (i.e. Azure, AWS and Google Cloud).
- Knowledge of cybersecurity requirements for Internet-facing systems and IM8.
- Digital transformation within infrastructure, construction, real estate or asset-intensive industries.
- Enterprise implementation of GIS, BIM, CDE, Digital Twin and lifecycle information management.
- Working experience with GIS and engineering software like ArcGIS, QGIS, Autodesk and Bentley Systems is advantageous.
[What we are looking for]
This is a 3-year contract with the possibility of renewal.
