Northrop Grumman Mission Systems is seeking a Supply Chain Subcontracts Specialist Level 2 to join our team of qualified, diverse individuals. This position is an onsite role based in San Diego, CA.
What You Will Get To Do:
- Supports the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
- Responsible for source selection from contract proposal to execution phases.
- Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
- Prepares bid packages, conducts bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
- In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
- Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
- Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
- Employs sound business practices and assesses supplier performance as part of follow-up activities.
- Forecasts, reviews and approves supplier payment as needed.
- Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
- Executes teaming agreements and non-disclosure agreements, which may include several parties.
- Negotiates and coordinates additions, deletions, or modifications to subcontracts.
- Reads, interprets, and implements written procedures to maintain compliance.
Role responsibilities:
- Negotiate with both large businesses and small businesses on a variety of complex-type contracts.
- Must have an understanding and application of principles, concepts, practices, and standards. Full knowledge of industry practices. Independently demonstrates the skill and ability to perform complex professional tasks.
- Contributes to the development of new concepts, techniques, and standards.
- Able to communicate effectively and clearly present technical approaches and findings.
- Able to be creative in finding solutions to resolve issues.
- Develop solutions to complex problems, which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives.
- Attend program meetings and may be required to present to groups. Must be able to work independently and have strong organizational skills.
- Must be knowledgeable of the FAR/DFARS and processes and/or procedures required to be followed in order to be in compliance with FAR/DFARS.
Qualifications:
Basic Qualifications Level 2:
- Bachelor’s Degree in a Business or Supply Chain discipline from an accredited university and 2+ years of subcontracts, supplier management, procurement or project management experience or a Masters Degree in a Business or Supply Chain discipline from an accredited university . We will consider 6 years of relevant experience in lieu of a degree.
- Experience with subcontracts.
- Experience with Microsoft Office Programs (Word, Excel, Outlook, PowerPoint, Project)
- Ability to obtain and maintain a Government Secret level security clearance.
Preferred Qualifications:
- Degree with focused studies in Supply Chain Management.
- Advanced working knowledge of FAR and DFARS regulations.
- Experience with negotiations.
- Ability and experience presenting to a variety of audiences, including senior leadership, internal and external stakeholders.
- Experience issuing and managing purchase orders/subcontracts from beginning to end of life cycle.
- Current active Government Secret level security level clearance.
- Knowledge of SAP

Primary Level Salary Range: $75,800.00 - $113,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
