Description
Purpose Statement
The Trade Compliance Analyst is responsible for assigning, maintaining, and auditing HTS codes and ECCNs across complex products and diverse customer sectors. As a key member of Plexus Trade Compliance Classification Center of Excellence (CCOE), this role applies deep knowledge of the General Rules of Interpretation (GRIs), Section/Chapter Notes, and the Commerce Control List (CCL) under the Export Administration Regulations (EAR) to ensure accurate, defensible, and consistent trade classifications. This role supports operational excellence in Customs and Trade Compliance to ensure the timely and compliant flow of goods and technology, partnering across the business to deliver compliant solutions for existing and new customers while driving continuous function enhancements.
Key Job Accountabilities
- Analyze technical specifications, engineering drawings, Bills of Materials (BOMs), and functional descriptions across various customer programs to assign accurate US HTS, MX HTS, and ECCN determinations for top-level assemblies, raw materials parts.
- Interpret and apply General Rules of Interpretation (GRIs), Explanatory Notes, U.S. Customs rulings (CROSS), and BIS advisory opinions/ Informed Compliance to complex products.
- Participate in technical review meetings with the classification team, engineering, and cross-functional partners to evaluate technical attributes of new or complex products for accurate classification.
- Resolve classification discrepancies with suppliers by evaluating their technical rationales, presenting Plexus’ compliance position, and leading alignment discussions to reach consensus when required.
- Assign, update, and maintain classification data and audit notes in the Oracle Global Trade Management (GTM) system to safeguard global transactional integrity.
- Assign applicable Partner Government Agency (PGA) flags including FDA, EPA, and TSCA,along with AD/CVD indicators and correct Units of Measure (UOM) to part numbers requiring specialized regulatory compliance.
- Create and maintain detailed classification justification packages (rationales), documenting technical analysis, GRIs, and Section/Chapter notes to ensure defensible records for customs inquiries and regulatory audits.
- Identify opportunities to streamline and automate classification workflows in Oracle GTM by leveraging AI/machine learning tools, automated decision trees, data analytics, and continuous process improvements to increase efficiency and consistency.

Education/Experience Qualifications:
- Bachelor’s Degree with 1 or more years of related experience is preferred. An equivalent combination of education and/or experience will be considered.
Physical Requirements:
- Professional office environment with suitable lighting, comfortable temperatures, and low noise level. May require prolonged periods of sitting at a desk, using a computer, and other office equipment. Minimal physical activity is generally involved, emphasizing the importance of good posture and ergonomic workplace arrangements.
