The purpose of this position is to execute on the design, program and/or installation of new software solutions for the organization. The incumbent will also develop documentation, consult with departments or customers on project status and proposals and work with customers or departments on technical issues including software system design and maintenance. They will gather and analyze information to recommend and plan the installation of new systems or modifications of an existing system, consult with engineering staff to evaluate software-hardware interfaces and develop specifications and performance requirements, and confer with Project Managers to obtain information on limitations or capabilities.EDUCATION/POSITION SPECIFIC REQUIREMENTS & WORK EXPERIENCE
EDUCATION REQUIREMENTS
• Required: Bachelor’s Degree
WORK EXPERIENCE
• Required: 5+ years of relevant experience; experience in developing solutions based on the Microsoft .NET platform
• Preferred: Experience Java, .NET, Java Script, HTML, CSS, Ruby, Python and/or PHP, and Service Oriented Architecture (SOA)

- Takes increasing responsibility for managing projects with limited oversight and supervision.
- Partners with end-users, customers and solution architects in the identification of software improvement opportunities.
- Works to clarify user requirements.
- Full Stack Developers will manage, design and architect new software solutions.
- Develops new or modifies existing software applications.
- Designs, builds, and maintains efficient, reusable, and reliable code.
- Tests and debugs various .NET applications.
- Migrates existing programs.
- Performs program design, coding, testing, development and documentation activities of multiple inter-related programs of elevated complexity according to specifications, standards and highly complex system requirements in order to accomplish ideal business functions.
- Assumes roles of increasing responsibility in defining information system requirements and system design.
- Ensures the best possible performance, quality, and responsiveness of applications.
- Facilitates an efficient development process based on agile principles and is an advocate for agile principles and the further development of efficiencies in the software development process.
- Communicates and coordinates with management to address technical issues, e.g. solution design or development issues, bugs, etc.
- Participates in integration, training and implementation activities.
- Develops technical specifications, project plans, development approaches and time requirements for average to large size projects or packaged software implementation under broad supervision.
- Performs additional project leadership, tracking and control activities for assigned projects; report status updates accurately and assure that direct supervisor is made aware of all problems or potential problem situations in a timely and professional manner.
- Full Stack Developers will integrate user-facing elements.
- Performs other duties as assigned.
POSITION QUALIFICATIONS & REQUIREMENTS
KNOWLEDGE:
• Microsoft Office
• Firm knowledge of C# and ASP.NET

WORKING CONDITIONS
Positions in this class typically require repetitive motions, sitting or standing for prolonged periods of time in an office setting.
PHYSICAL & MENTAL REQUIREMENTS
Must have sufficient mobility to visit property sites that may feature rough terrain and to work outdoors in unfavorable weather conditions. Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps. Must be able to lift up to 50-pounds.
The position requires considerable concentration, creativity and ability to manage time effectively. The position is subject to stress caused by a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.
