Job Description:

Compliance / Battle Rhythm Reporting

Position Summary
The Compliance / Battle Rhythm Reporting analyst produces the recurring compliance and performance reporting for a 24x7x365 cyber command center supporting national cyber defense across Critical Infrastructure, State, Local, Tribal and Territorial, and Federal Civilian Executive Branch partners. This position reports on whether operations are being executed as documented — shift coverage, procedural adherence, and performance against established measures.
The work depends on collecting operational data from the floor, validating it, and reporting it accurately.

Key Responsibilities

Shift Compliance Reporting

  • Produce monthly shift battle rhythm compliance reporting covering coverage, staffing, procedural adherence, and exceptions
  • Collect and validate the underlying operational data rather than reporting from summary or recollection
  • Report exceptions accurately, including the circumstances that produced them and their operational effect
  • Maintain a consistent reporting baseline so month-over-month comparison is meaningful

Performance Metrics & Reporting Support

  • Support the performance metrics dashboard and the quarterly performance review reporting covering readiness, impact, response effectiveness, and compliance
  • Maintain measures that reflect operational reality rather than what is easiest to count
  • Collect operational performance measures from watch-floor systems, incident records, and reporting products
  • Validate data completeness and accuracy before it enters any reported product, and raise measurement gaps where required data is not being captured

Analysis Across Incidents & Auditability

  • Analyze across a series of incidents rather than one at a time in order to identify what could be improved
  • Maintain records sufficient to substantiate reported figures to an internal or customer reviewer
  • Ensure reported results are traceable to source operational records
  • Support internal reviews, customer inquiries, and audit requests relating to operational compliance

Tooling & Process Improvement Deliverables

  • Produce the semiannual operational tooling and process improvement recommendations reporting
  • Use compliance and performance findings to identify where tooling or procedure is producing avoidable failure
  • Develop specific, actionable improvement recommendations with the evidence that supports them
  • Track recommendations through to disposition

Coordination with Governance & Operations

  • Work with the governance function so compliance reporting measures against current approved procedure
  • Coordinate with watch officers and floor leadership to understand exceptions before reporting them
  • Provide findings in a form the floor can act on rather than only in a form the customer can review

Reporting Quality & Delivery

  • Deliver recurring reporting on the schedule required by the contract, at the quality standard expected by the customer
  • Maintain consistent format and structure so recipients can consume reporting efficiently
  • Maintain the record of what was submitted, when, and against which requirement

Required Qualifications

  • Experience producing compliance, performance, or metrics reporting for an operational environment.
  • Demonstrated ability to collect operational data from multiple sources and validate it before reporting.
  • Experience developing improvement recommendations supported by operational evidence.
  • Ability to report unfavorable findings accurately and constructively.
  • Strong written communication skills and attention to accuracy and traceability.
  • Bachelor's degree and 5 years of relevant experience.
  • Active Top Secret clearance.

Preferred Qualifications

  • Experience supporting national-level cyber operations centers.
  • Familiarity with security operations performance measures such as mean time to detect and mean time to respond.
  • Experience with dashboard or metrics tooling drawing from operational systems of record.
  • Experience with process improvement methods and structured recommendation development.
  • Experience supporting audits or customer reviews of operational performance.
  • Familiarity with watch-floor operations and shift-based coverage models.

The likely salary range for this position is $100,300 - $135,700. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
