Where Your Career is a Force for Good
The American Red Cross is seeking a temporary, full-time SAF/IS Regional Program Specialist located at Camp Humphreys, Republic of Korea. The position will be for approximately six months (until March 2027) with the possibility of extension. This position supports the local Red Cross office while collaborating across the Korea Region to advance the Service to the Armed Forces and International Services mission.
The Service to the Armed Forces (SAF) and International Services (IS) programs are at the heart of the American Red Cross mission and have been a cornerstone of our support to military communities since the organization's founding. Through a combination of tradition, innovation, and volunteer engagement, the Red Cross delivers services that strengthen resiliency, readiness, and well-being among military members, veterans, retirees, and their families.
In this role, you will build and maintain relationships across the military community, lead and develop volunteers, identify emerging needs, and ensure the delivery of high-quality Red Cross services. From emergency communications and resiliency programming to community outreach and volunteer engagement, you will play a critical role in connecting people with resources, support, and hope while helping shape the future of Red Cross service throughout Korea.
Primary Responsibilities
Volunteer Management:
- Recruits, trains, mentors, and retains volunteers in the delivery of all SAF programs and services.
- Supervises volunteer staff in their daily work responsibilities, providing guidance, coaching, performance feedback, and support to ensure quality service delivery and mission accomplishment.
- Works alongside volunteers to build capability, foster engagement, and ensure volunteers are equipped to successfully carry out Red Cross duties and responsibilities.
- Develop volunteers as community ambassadors by teaching them to identify unmet needs, gather feedback from service members and families, and relay relevant information through established processes.
- Empowers volunteers to participate in developing and implementing solutions, reinforcing their vital role in enhancing Red Cross services and community impact.
Relationship Management and Community Outreach:
- Cultivates relationships and partnerships with external constituents in the military community, including government organizations, community partners, civic organizations, and other agencies with the purpose of furthering the mission of the Red Cross.
- Outreach includes command meetings, education briefings, presentations, and information sessions.
- Establishes and maintains effective command relationships while coordinating and supporting volunteers in community outreach efforts, ensuring volunteers are effectively represented, engaged, and utilized in strengthening community partnerships and expanding mission impact.
Service Delivery Management:
- Ensures the delivery of SAF core services to all clients within their jurisdiction.
- Supports other lines of ARC service to ensure the delivery of Training Services, Youth Preparedness, disaster preparedness, and response. Services include conducting training, meetings, presentations, and workshops as well as scheduling, recruitment, marketing, and providing materials and support throughout the community.
- Works closely with and supervises volunteers to plan, coordinate, and execute program activities, ensuring services are delivered effectively, professionally, and in accordance with Red Cross standards while maximizing volunteer engagement and contribution.
Reporting & Admin Support:
- Monitors and reports on American Red Cross Service Delivery Outcomes.
- Interacts with customers, volunteers, and other teams to obtain data and document outcomes and program results to ensure organizational accountability.
- Inputs and evaluates Service Delivery Data for consistency, completeness, accuracy, and reasonableness.
- Generates data reports on a scheduled and/or periodic basis for management or local command.
- Supervises and supports volunteers in the collection, documentation, and reporting of service delivery activities, ensuring data quality and compliance with reporting requirements.
- Maintains a high level of attention to detail in reviewing, validating, and reporting program data, ensuring records, metrics, and documentation are accurate, complete, compliant, and reflective of service delivery outcomes.
- Makes recommendations for continuous improvement to ensure metrics are consistently met while enhancing volunteer effectiveness, engagement, and mission impact.
WHAT YOU NEED TO SUCCEED:
Education: Bachelor’s degree in business or public administration, human resources management, community organization, social or health sciences, or related field; or relevant equivalent experience is required.
Experience: A minimum of three years’ related experience
Management Experience: Previous volunteer management experience will be considered.
Requires strong computer skills. Public speaking skills and the ability to communicate effectively verbally and in writing are required. Must have strong interpersonal skills and the ability to work well in an individual or team environment. Flexibility to accommodate short notice assignments and long periods of time away from home is essential. The ability to balance multiple priorities is essential. Experience with American Red Cross programs and services and familiarity with military culture, regulations and protocol is strongly desired.
Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) weights of up to 50 pounds. Requires good hand-eye coordination, arm, hand, and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle, and working under challenging conditions.
A current, valid driver's license with good driving record is required.
* Combination of candidate’s education and general experience satisfies requirements so long as the total years equate to description’s minimum education and general experience years combined (Management experience cannot be substituted).
Work Conditions:
Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout chapter jurisdiction, state, and Red Cross system. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during period of major disaster.
