Description
The position is responsible for providing administrative and operational support in processing personnel-related matters, managing documentation, and ensuring Department compliance with Collective Bargaining Agreements, and the classified rules and regulations of Civil Service for the City of Buffalo. Work is performed under the direction of the Administrator (Public Works) or a designated representative, in accordance with established policies, bylaws, regulations, and procedures. The Personnel Compliance Assistant has moderate discretion to exercise independent judgment while carrying out the tasks associated with the role. Supervision may be exercised over assigned clerical employees.Under the guidance of the Administrator (Public Works) or a designee, the role involves assisting management with various aspects of personnel administration, which include recruiting, scheduling, interviewing, selecting, onboarding, and training prospective and new employees.
Assist the Administrator in ensuring all personnel changes adhere to Civil Service Rules and Regulations, as well as comply with collective bargaining agreements and internal audit processes;
Maintains and updates the Department of Public Works and Streets personnel master list;
Assists the Administrator of Public Works in organizing and preparing personnel records related to appointments, probationary periods, leaves of absence, resignations, terminations, and retirements;
Assists the Administrator in drafting and filing Certificates of Appointment, Position Allocation Maintenance Forms, File Maintenance documents, Personnel Requisitions, job posting requests, and other employee personnel documents;
Consults with Civil Service office on personnel-related issues and ensures compliance with relevant regulations;
Consults with Audit on personnel requisitions and position control numbers assigned to the Department;
Prepares, dictates or drafts letters to employees, payroll office and retirement systems on matters pertaining to salary and status of employees;
Prepares routine correspondence and answers inquiries pertaining to personnel policies in the Department of Public Work and Streets;
May act as a receptionist and assist the public and employees with information about department postings and application processes;
May be required to assist the Administrator or designee in the processing of payroll;
Performs related duties as assigned by the Administrator (Public Works) or a designee.Open Competitive
(A) Bachelor’s Degree from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/ U.S. Secretary of Education in Business Administration, Human Resources Management, Labor studies or closely related field and 2 years of full time experience in Human Resources, personnel management or a related field, one year of which must have been in a responsible supervisory capacity
OR
(B) Associate’s degree from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/ U.S. Secretary of Education in Business Administration, Human Resources Management, Labor studies or closely related field and 4 years of full-time experience in Human Resources, personnel management or a related field, two years of which must have been in a responsible supervisory capacity
OR
(C) An equivalent combination as defined within the limits of A and B.
Personnel Work is defined as duties performed by an individual in the areas of recruitment, screening, selection procedures, administration of salary schedules, dealing with employee services, maintaining employee personnel and employment records.
