JOB TITLE: IT Network Consultant

TYPE OF CONTRACT: Consultant level 2

UNIT/DIVISION: TECM Foundational Technology Services

DUTY STATION (City, Country): Rome, Italy

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under the direct supervision of the Team Leader for Network operations and the general supervision of the Head of Unit, the Consultant will support WFP's global network, voice and video collaboration services. The Consultant will provide senior expertise in enterprise networking, unified communications, secure voice, cloud-connected collaboration platforms and managed connectivity services. The role will support the transition away from legacy PBX infrastructure toward modern Unified Communications services and act as technical lead and subject matter expert for enterprise video conferencing services.

ACCOUNTABILITIES/RESPONSIBILITIES

1. Design, implement and maintain resilient WFP enterprise network connectivity.

2. Optimize network performance across HQ, field and cloud-connected environments.

3. Provide senior network guidance to support prevention and mitigation of security threats.

4. Maintain guidance, SOPs, standards and roadmaps for LAN, WAN, wireless, satellite, SD-WAN and collaboration technologies.

5. Provide expertise on routing, VPN, QoS, SD-WAN, cloud connectivity and provider integration.

6. Review and implement QoS to improve critical business, voice and collaboration services.

7. Integrate telemetry, traffic analytics and monitoring data to support capacity planning.

8. Analyse service data and technology trends to improve resiliency and bandwidth planning.

9. Support transition from legacy PBX and voice infrastructure to modern Unified Communications services.

10. Act as technical lead and subject matter expert for enterprise video conferencing services, including Microsoft Teams Rooms, webcast platforms, and collaboration endpoints.

11. Provide architectural guidance for SIP, SBC, Microsoft Teams Phone, Direct Routing and collaboration platforms.

12. Work with TECM teams on service improvement, proof-of-concepts and rollout activities.

13. Act as technical focal point for network, telecommunications, voice and video collaboration vendors.

14. Support vendor management, service reviews and technical governance.

15. Produce documentation for implementation, topology, standards, operations and troubleshooting.

16. Support remote offices through field missions when required.

17. Occasionally be available and/or on-call outside regular working hours.

18. Be physically present at HQ when required for on-site support.

19. Perform any other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Degree in Information Technology, Information Systems, Computer Science, Telecommunications, Engineering, or related fields.
  • Relevant certifications are desirable, such as Cisco CCNP Enterprise, Microsoft 365 Certified: Teams Administrator Associate, Fortinet NSE/FortiGate Administrator, ITIL 4 Foundation or equivalent.

Experience:

  • A minimum of 6 years of relevant work experience in enterprise networking, unified communications, voice, video conferencing and collaboration services.

Knowledge & Skills:

  • Strong interpersonal skills
  • Network planning, implementation and troubleshooting for LAN, WAN, SD-WAN, wireless and cloud-connected environments.
  • Routing, switching, segmentation, QoS and capacity planning.
  • VPN, secure remote connectivity, firewalls and zero-trust principles.
  • Network monitoring, telemetry, observability and performance analytics.
  • SIP, SBC, Direct Routing, Microsoft Teams Phone and Unified Communications technologies.
  • Microsoft Teams Rooms, webcast services and enterprise video conferencing platforms.
  • Cloud networking, hybrid connectivity and service integration.
  • Vendor, service-provider and technical governance management.
  • Technical documentation, resiliency and operational readiness.

Languages:

  • Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
