Job Description

The Medical Examiner’s Office (MEO) is seeking an experienced and collaborative MEO Administrative Manager to provide administrative and operational leadership for the office. Working closely with the Chief Medical Examiner, this position advances strategic priorities, strengthens operational effectiveness, and promotes a culture of accountability and continuous improvement. The role oversees key functions including accreditation and compliance, financial and contract administration, staff supervision, and office operations.

 

Responsibilities Include: 

 

  • Leads the development of a High Performing Organization through active demonstration of the County's Pillars of Performance, encouraging leadership and empowerment at all levels of the organization; dedicates QII activities for self and staff; actively mentors, coaches, and collaborates with employees to enhance the County mission and vision while supporting a culture of continuous improvement. 
  • Provides operational leadership and administrative management for the MEO by partnering with the Chief Medical Examiner (CME) to develop and implement strategic initiatives, operational priorities, office policies, and administrative procedures that support the mission of the office and ensure alignment with departmental and County goals. Assists with strategic planning efforts, updates ClearPoint Strategy, prepares quarterly performance reports and presentations, and represents the CME/MEO at meetings, committees, and other functions as directed. 
  • Directs accreditation, regulatory compliance, and quality assurance activities by managing the National Association of Medical Examiners (NAME) accreditation program, coordinating annual accreditation readiness, maintaining and monitoring accreditation checklists, preparing required reports and documentation, tracking corrective actions, and ensuring ongoing compliance with NAME standards. Assists the Chief Toxicologist in coordinating ANAB accreditation activities and manages office policy review cycles to ensure compliance with accreditation requirements. 
  • Manages the Medical Examiner's Office contract, procurement, and grant administration functions by developing, negotiating, monitoring, renewing, and maintaining contracts for equipment, maintenance agreements, internship affiliations, professional services, and other operational needs; coordinates with Legal, Purchasing, Risk Management, vendors, universities, and other external agencies to ensure contractual compliance and timely execution. Prepares Requests for Quotes (RFQs), Requests for Proposals (RFPs), Board of County Commissioners (BOCC) briefing sheets, and supporting documentation. Identifies grant opportunities; prepares and submits grant applications; administers awarded grants, including monitoring expenditures, invoicing, reporting, and ensuring compliance with grant requirements. 
  • Provides oversight of the MEO departmental financial and business operations by assisting the CME and the DHE Business Operations Division Director with annual budget development, budget monitoring, purchasing activities, expenditure forecasting, contract expenditures, and long-range operational planning. Serves as purchasing manager for the office by coordinating procurement activities for equipment, supplies, and contracted services and providing recommendations to support sound fiscal and operational decision-making. 
  • Supervises assigned administrative staff and coordinates administrative operations by directing, assigning, reviewing, and evaluating the work of the CME Executive Assistant and Case Records Processor; providing coaching and performance feedback; participating in hiring and disciplinary processes; establishing work priorities; and ensuring continuity of operations through cross-training in accounts receivable, accounts payable, Kansas Open Records Act (KORA) requests, cremation permit invoicing, and other critical administrative functions. 
  • Oversees office administration and operational support services by coordinating the MEO internship program and managing intern rotations with educational institutions; managing staff travel and training logistics; coordinating conference room scheduling; assisting with visitor management and front office operations as needed; serving as the MEO liaison with the Department of Health and Environment Human Resources Partner on recruitment, position postings, interviews, and personnel matters; and providing administrative support to ensure efficient office operations. 
  • Coordinates facility, equipment, and operational support functions by managing facility maintenance requests through Archibus; serving as the primary liaison with Building Engineering and Facilities staff; coordinating inspections, preventive maintenance, and service agreements for equipment and specialized systems, including HEPA filtration; ensuring compliance with maintenance documentation requirements; and supporting a safe, functional, and compliant work environment 

Job Requirements

Required Qualifications

Education/Formal Training

  • Bachelor’s degree in Business Management, Business Administration, Communications, Organizational Leadership, Healthcare Administration, Finance, Accounting, or a related field.

Experience

  • Five (5) to nine (9) years of relevant professional experience.
  • At least one (1) year of experience leading, directing, supervising, or coordinating the work of others.

Preferred Qualifications

Experience

  • Grant writing and/or grant management experience.

Licenses, Certifications, and Other Requirements

  • Successful completion of required background checks (pre-selection and/or post-offer).
  • Valid regular driver’s license.
  • Ability to operate a County vehicle and/or personal vehicle for County business.
  • Occasional driving required (less than 5% of work time).
  • Successful completion of a TB test post-offer.
