PURPOSE OF CLASSIFICATION


The Assistant Chief Financial Officer (Assistant CFO) supports the CFO in overseeing the City’s financial operations to ensure efficiency, accuracy, and compliance. This role provides leadership across procurement, payroll, accounts payable, treasury management, accounting, financial reporting, auditing, and budgetary planning and performance. The Assistant CFO helps streamline processes, strengthen internal controls, and maintain high standards of fiscal responsibility. Serving as second-in-command within the Finance Department, the position ensures smooth daily operations and contributes to continuous improvement across all financial functions.

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

  • Provide oversight and leadership for daily financial operations to ensure efficiency, accuracy, and compliance with applicable laws, regulations, and city policies; initiates any actions necessary to correct deviations or violations. Oversight responsibilities may consist of the following areas:
  • Payroll and accounts payable operations to ensure timely and accurate processing of employee compensation, vendor payments, and related financial transactions, Also ensures payroll process is in accordance with City policies and government deadlines and regulations.
  • Utility billing operations to ensure accurate billing, timely collections, strong internal controls, and quality customer service.
  • Occupational licensing operations.
  • Supervise accounting operations, including reconciliations, journal entries, and adherence to GAAP, and ensure accurate monthly and annual financial reporting.
  • Supervise procurement and purchasing activities for the entire City, ensuring adherence to established procedures, competitive bidding requirements, and ethical standards as required by state regulations and city policy.
  • Direct treasury management functions, including cash flow monitoring, banking relationships, and safeguarding of public funds.
  • Identify and implement improvements to financial processes, internal controls, workflows, and departmental procedures to enhance efficiency and effectiveness.
  • Assists with preparation of annual budget; monitors status of budget; identifies budgetary changes in patterns; assists in planning long and short-term capital purchases for the department and/or the City.
  • Assists with the preparation of the City’s Annual Comprehensive Financial Report (ACFR) and the Schedule of Expenditures of Federal Awards (SEFA). 
  • Directs, administers, coordinates, and monitors all federal/state funded programs; reviews grant documents to ensure compliance with reporting requirements. Collaborates with Project Coordinators or other department heads on grant activity as needed. 
  • Assist in developing, maintaining, and enforcing financial policies, procedures, and best practices to support sound fiscal management.
  • Conducts or supervises internal audits of City financial transactions, funds, and records; coordinates audits by external FTA auditors; locates documentation to assist auditors in conducting audits.
  • Lead, mentor, and support Finance Department staff by providing guidance, training, performance feedback, and professional development opportunities. Attend training and workshops as necessary.
  • Supports the Chief Financial Officer (CFO) with strategic planning, special projects as assigned, departmental leadership, and act on behalf of the CFO when needed.
  • Collaborate with other departments, external auditors, and others to ensure financial transparency, resolve issues, and maintain accurate financial data. 
  • Assists the Finance Manager with purchasing activities as needed; reviews purchase orders to ascertain accuracy, proper accounting, and conformity with bid/quote. Monitors and has knowledge of current state contracts/specifications; determines best method of procurement for each purchase to ensure compliance with state statutes, city ordinances, grant requirements, and other guidelines. Opens bid packages in public setting and reads submitted bids aloud at designated time; reviews/analyzes bids and makes purchasing recommendations.
  • Provides information and assistance to other departments regarding purchasing issues; provides training to new department directors regarding City purchasing policies; provides training to other departments in use of financial and budgetary systems.
  • Analyzes general insurance needs for the city; negotiates contracts, and secures and administers all insurance programs, such as liability, property, bonds, and related programs. This may include filing insurance claims and insurance renewals for the City.
  • Analyzes and interprets financial data and prepares accurate financial reports as needed. This may include budget forecasting, monthly financial reviews, and budget monitoring. 
  • Attends meetings, serves on committees, and/or makes speeches or presentations as needed.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Monitors and manages financial risks, working with other members of the finance team to mitigate potential issues.
  • Evaluates assigned staff, processes employee concerns and problems, directs work, counseling, disciplines and completes employee performance appraisals.
  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Prepares or completes various forms, reports, correspondence, bid specifications, bid schedule, budget documents, audit reports, graphs, or other documents.
  • Receives various forms, reports, correspondence, bid documents, purchase orders, budget documents, grant documents, audit reports, policies, procedures, manuals, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes spreadsheets, database, or other programs.
  • Communicates with supervisor, employees, other departments, city officials, vendors, sales representatives, auditors, state/federal agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains regular and predictable in-person attendance during regular business hours of the City of Henderson is required.
  • Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City’s Drug and Alcohol policy.

Henderson Area Rapid Transit (HART):

  • Supervises and manages the HART operations as well as compliance with the Federal Transportation Administration (FTA).
  • Works closely with the Evansville MPO with federal/state funding and capital allocation funding.

ADDITIONAL FUNCTIONS

Performs daily closing and securing of the building.

Open records requests for the finance department

Performs other related duties as required.
 

Bachelor’s degree in accounting, finance, business administration, public administration, or closely related field; supplemented by four (4) years previous experience and/or training in governmental finance, accounting, budgeting, or related financial operations. Has working knowledge of GAAP, governmental accounting standards, and experience in supervising staff or leading teams. Professional certifications such as a Certified Public Accountant (CPA) or a Certified Public Finance Officer (CPFO) are preferred. Must possess and maintain a valid driver’s license.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
